21 out of 37 ?? That's massive !! I guess your company business is badly affected.
If cutting cost is the main objective, chopping the lower level of the hierarchy is of not much help. The chop has to be diagonally from the top to the bottom considering 60% retrenchment.

bro, theres really nothing much you could do to save those people . when times are bad , company needs to lose something to gain something ...wishing you all the best .
Suggestion:I have 37 staff (includings: 1 Manager, 1 Assistant Manager, 1 Senior Executive - AsiaPac) altogether in Asia pacific. I'm requested to give 21 names list.
I'm sure if you were me, it's not going to be that easy to accomplish such task especially someone rice bowl.
At times like this I wish I was in your company. I am almost near retirement age just 2or 3yrs more and have worked for over 20yrs in the same company. If I get retrneched I will most prob rent out my Phole and move to matland to stay and enjoy my retrenchment benifit, my pension and my monthly rent from my Phole![]()
Suggestion:
Ask all 37 if they are willing to take a 20 to 30% pay cut so that nobody needs to be retrenched.
Put down the names of those who say no.
If not 21 yet, put down the names of the poor perfomers whom you think should leave anyway.
If still not 21, put down your own name.

Retrenchment is such an easy exercise. First discuss with your boss specifically what are the objectives that must be met by conducting the exercise. Next think of other side benefits the COMPANY will gain by doing this.
Then set up the principles upon which this exercise will be carried out.
There is so many things I can teach you but then you are the manager, not for nothing, right?
One single biggest mistake is to let known to staff that retrenchment is coming. Swift and clean must be the priority.

Retrendment is no good for anone,whether its for the individual or the company as that means things aint going well.
I would worry if there is any retrendment as that means certain sector of the ecomony is not up to speed.
As a matter of fact, the retrenchment did me more good than harm. I started on my own, I strengthen my character, I am no longer meek, and best of all, now I bite and kick arses !! What is the worst ? I have become... no, I mean COLD........
Of course the very last resort is retrenchment and I know thats the bottomlines.
