Just because there is a contract doesn't mean it is right, that it gives Gahmen the right not to answer to Parliament. Instead, we SG citizens are hearing the amount of bribery (let's call a spade a spade) involved from the mouths of foreign politicians first. Asean citizens must be laughing at Sinkies.
Swift should be investigated by US Congress for accepting bribes from a foreign government to collude in anti trust/competitive behavior. But fortunately SG is US's fren so the language will be different. If Trump takes power again, I hope he investigate Swift.

Bribery refers to the offering, giving, soliciting, or receiving of any item of value as a means of influencing the actions of an individual holding a public or legal duty.
Ultimately, Was Ms Taylor Swift offered a bribe? Did Mr Edwin Tong offered a bribe, thru Tourism Board's grant?
NO.
Because,
1) in a contract between 2 parties, EACH would had known the DETAILS of the terms of agreement before signing.
2) any signed contract MUST be beneficial for both parties involved, based upon FREE WILL.
3)Ms Taylor Swift, or her managing agent & Mr Edwin Tong, are not fools or imbeciles.
4)EACH would have their OWN reasons for signing the contract, based upon many factors, eg- security, logistics, facilities, etc - DETAILS to be worked out for both parties that ensure MUTUAL benefits to each other.
For example:-
a) Would Ms Taylor Swift accept a contract to perform in war torn & unstable Yemen no matter how high the subsidies that the Houthi rebels would offer?
b) Would Mr Edwin Tong accept a contract for an unknown performer, paying the performer MILLIONS of taxpayers money to fund such a concert which is beyond logical returns to our Treasury, & not be made to resign for his lack of foresight?
c) Would our responsible govt subsidize MILLIONS of taxpayers funds to build a TESLA car manufacturing plant in Singapore, when there are more better alternatives with actual returns such as lithium ion batteries production, to support the environment ?
Ultimately, based upon FREE MARKET PRINCIPLES -
is it wrong to offer subsidies for the BEST to work for our nation's interests - a chicken wing for a whole cow in return, than live on naive, unsustainable & delusional LIBERAL principles?
Are inducements offered for Foreign investments, to create honest jobs & honest opportunities for citizens an IMMORALLY wrong option. considered as 'BRIBES', as compared to mass starvation? If such is wrong, then Singapore is not the only nation guilty alone. 194 other Nations on Earth are EQUALLY guilty as such.
