<!-- START OF : div id="storytext"--><!-- more than 4 paragraphs -->I NOTIFIED the authorities about illegal loading and unloading activities in April this year, but my feedback has been bounced back and forth among five departments: the town council, the HDB commercial department, the HDB carparks department, the neighbourhood police post and the latest is the HDB housing admin department (Bishan).
I have also sought my MP's help, but to no avail either.
My complaint is about an S11 foodcourt at Block 504, off Bishan Street 11. According to HDB regulations, loading and unloading activities are forbidden at the site. Also, commercial entities face operation restrictions from 10pm to 7am, while renovation works are allowed only on weekdays between 9am and 5pm, supposedly to ensure harmonious community life.
For years, residents in Block 503 have had to endure the noise between midnight and 7am from the unceasing illegal loading and unloading. My wife and I have suffered serious sleep deprivation as a result. We are reasonable people and we do not seek an outright ban on loading and unloading.
What residents are seeking is a fair eight or nine hours of peace a day, while the foodcourt can arrange for deliveries to be made during the other 15 to 16 hours.
Why does the HDB find this request unreasonable? Why does the HDB not use the existing electronic system in the carpark to enforce this?
