Currently, Vietnam has only 268 reported cases and no death. It does not mean covid-19 is "no big deal". The Vietnamese government recognized very early that the "Wuhan virus is a big deal" and took the epidemic very seriously.

1) "Swift action:
On 1 February, Viet Nam kicked off a series of initiatives to tackle the spread of COVID-19. It suspended all flights to and from China. It also decided to keep schools closed after the lunar New Year break. Two weeks later, a 21-day quarantine was imposed in Vinh Phuc province, north of Hanoi. "
2) Its anti-coronavirus measures have gone on to include mandatory 14-day quarantines for anyone arriving in Viet Nam and the cancellation of all foreign flights. It has also isolated infected people and then set about tracking down anyone they might have come into contact with.
3)“Neighbours know if you come from a foreign country,” said Truong Huu Khanh, head of the department of infectious diseases at Ho Chi Minh City Children’s hospital. “If an infected person is in the area, they will report this.”
It is a war:

1) "During the Tet New Year celebrations at the end of January, Vietnam's government said it was "declaring war" on the coronavirus, although the outbreak at that time was still confined to China. Premier Nguyen Xuan Phuc said during a meeting of Vietnam's ruling Communist Party that it would not be long before the coronavirus reached the country. "Fighting this epidemic, means fighting the enemy," said Phuc."
2) "To take the fight to coronavirus, Vietnam instituted rigorous quarantine policies, and carried out complete tracing of all people who came in contact with the virus. These measures were implemented much earlier in the course of the epidemic than in China, where lockdowns of entire cities were used as a last resort to keep the virus from spreading further."
3)"For example, on February 12, Vietnam put an entire town of 10,000 near Hanoi under quarantine for three weeks. At this time, there were only 10 confirmed COVID-19 cases in the entire country. Authorities also widely and meticulously documented anyone who potentially came in contact with the virus."
The US and Europe initially did not take the coronavirus epidemic raging in China seriously enough and is now paying a heavy price.
Singapore's case is different. It has a large foreign workforce living very closely in dormitories; nothing much can be done to prevent the current outbreak within this group. Do we move them all to, say, Pulau Ubin and quarantine them there? Or let them run loose and have Singapore become another Italy? Make your choice.
