It appears that Gareth Southgate's choice of who to take penalties was based on the success rate during training.
Never mind about the statistics for conversion during training more penalty taking, it should be dependent on experience (penalties taken during regular season and competition) and maturity.
 
There should never be a situation of penalties shootout for a grand final tournament.

Another round of 90 minutes should be played after a draw and the 2nd 90 mins based on a golden goal to win...and another 90 mins and so on.

Penalty shoot out is never a good way to end or to win for any team.
