In over 2 years, not sure if folks have noticed it but independent critical views have more or less died down since this Act came into play. Old man used to do a massive song and dance and he would state his reasons ( wether right or wrong) before introducing some draconian measures. Under his son, his minister will do a press release with little or no fanfare and the new laws will be introduced. And these are arguably more damaging. And when a person like Yaacob of "once in a lifetime flood" fame makes an announcement nobody pays any attention.

Look at the quality at TOC. Mothership spends its time quoting critical comments that appear on approved broadsheets, the Breakfast Network (the original Ms G) closed down, Yawning Bread is more Yawning than much wanted bread.

I looked at Bertha Henson's articles in Breakfast Network and her articles in her new vehicle "the middle ground" which registered under the new Act, and it is poles apart. The fear is so bad that the website does not even want to reveal who the folks behind the scenes besides big Bertha. The only credit is that they did not go down the path of TRE and ASS with their fictitious list of people behind the scenes.

I don't think Singaporeans even notice the creep over their freedom. It is a irony when the PM's sons worked at Google and Dropbox in the US and not some company in North Korea where freedom of speech does not exist.

So we end up with TRE and ASS which sensationalise things about a PRC bus driver who knocked down someone.

Government Control Grows as More Websites Must Get Onerous Licenses

(Bangkok) – The government of Singapore’s regulatory actions against two prominent online news websites is a serious setback for freedom of expression on the Internet, Human Rights Watch said today.

The Media Development Authority (MDA) ordered The Online Citizen in September 2014 and The Mothership in March to obtain licenses under the Broadcasting Act of 2013 to continue their online publishing. The terms of the license give officials virtually unlimited authority to force the removal of any content that they consider violates broadly defined notions of “the public interest, public order or national harmony” or contains content that “offends against good taste or decency.”

“Tight government control over printed publications, radio, and TV has forced Singaporeans to turn to online media for independent news and analysis – but now even that limited space for expression is under serious threat,” said Phil Robertson, deputy Asia director. “Singapore should stop placing onerous, broad restrictions on news websites and respect that media freedom is a centerpiece of modern, rights-respecting countries.”

The MDA had ordered The Independent Singapore to register in July 2013. Another news website, The Breakfast Network, decided to close its operations when ordered to register in December 2013.

Singapore’s Broadcasting Act requires the registration of any online news website that receives, over a two-month period, an average of at least 50,000 unique visits per month from Singapore Internet addresses and is involved in “the propagation, promotion or discussion of political or religious issues related to Singapore.” Registering websites must provide a 50,000 Singapore dollar (US$40,000) performance bond to guarantee that they will promptly take down content that the MDA designates as inappropriate. The MDA also has the authority to ban outright material advocating same-sex relations, order that such posts be taken down within 24 hours, and demand apologies.

In addition, all licensed sites must abide by Singapore’s Internet Code of Practice, which requires Internet Service Providers (ISP) to filter in order to prevent users of their services from accessing materials on the Internet that the MDA deems “undesirable, harmful or obscene.” Those terms are not defined and are subject to sole interpretation by the MDA.

“Both the definitions and decisions of acceptable content lie with the Singapore government and its dismal record of respecting free expression,” said Robertson. “As more websites are forced to register, the power of the government to control what Singaporeans see on the Internet will grow too.”

Singapore’s government also enforces an onerous requirement on registered news websites, many of which are financially strapped, by preventing them from receiving foreign funds from any entity for any purpose. Officials state that this requirement is to prevent foreign influence or interference in Singapore affairs. As the Ministry of Communications and Information stated in January 2014, “foreign interests [will] not be allowed to control, or worse, manipulate out local media platforms, which are prime vehicles for influence or even subversion.” The practice of attempting to limit foreign influence in Singapore by capping the circulation of foreign newspapers goes back decades.

In the case of TOC Ltd., the parent company of The Online Citizen, the government previously compelled the TOC to register in February 2011 as a political association, so the company is already subject to foreign funding restrictions. However, in the future it will have to supply donor details, names, identification numbers, addresses, and more, which are conditions that could cause unease and help further reduce their existing group of donors. The Mothership, which has operated since August 2013, has also agreed to register and operate under the MDA regulations.

There are increasing concerns that individual blogs in Singapore may also be targeted for regulation. The MDA has stated that “If they [blogs] take on the nature of news sites, we will take a closer look and evaluate them accordingly.” The Broadcasting Act does not exempt such blogs, and the definition of “Singapore news programs” is extremely broad and includes “any program containing any news, intelligence, report of occurrence, or any matter of public interest, about any social, economic, political, cultural, artistic, sporting, scientific or any other aspect of Singapore.”

In April 2014, Dr. Yaacob Ibrahim, the minister for communications and information, stated that the Broadcast Act would possibly be amended in the future, but did not commit to specific changes or a clear timetable. He did, however, say that the ministry would conduct consultations with “industry partners and the public” before the government proposes amendments.

“Singapore regulators play down Internet registrations while amassing the tools for future censorship of online news sites,” Robertson said. “Sadly, Singapore is going backwards on freedom of expression and the media, and concerned governments should call on Singapore to revise these restrictive provisions.”

My take is that they used the Act in tandem with two crucial pillars: Firstly, lawsuits and contempt of court actions. Alex Au was recipient of the second type of legal action. And secondly, the co-option of key holders like CZX into the fold (K Shanmugam)

TRE and ASS are not only guilty of fictitious articles. They are guilty of cyber bullying and terrorizing people. Not many people understand or remember this aspect of their behaviour. Remember the flame wars Richard Wan engaged in? Remember how wayang party club went to photograph GMS van and stalk Andrew loh? WPC later evolved into TRE.

Even CZX who was one of the key victims of this gross cyber bullying seem to have forgotten the connection and is now helping the Australian girl.
 
All gone bro. Mr Brown is now into cycling and product reviews. It's not worth it. $50k performance bond and onerous conditions. If they can cripple the likes Alex Au, Mr Brown, Siew Kum Hong etc, they basically got the lot by the ball.

They monitor your website and if the thresholds are met, you are required to submit registration form within 2 weeks or close down.

I frankly don't think Singaporeans appreciate the impact. They actually think we are more transparent than before. It reminds of the veil of secrecy descending on Temasek after Ho Ching took over. The financial World had to threaten her over removing her companies from the various indices and she grudgingly gave in and that to in the of their annual report was just a peep show.

I told Locke about CZX and his background and who groomed him. Locke told me he was a nice guy as they met and interacted. The cover was subsequently blown by Kirsten Han (the clueless as ever) about the midnight call from a cabinet minister.

Yes on the battle with these guys. Both TRE and ASS have become the favourite poster child of the PAP to show how free the country is. The comments that they receive from the gullible. Tomorrow these two will carry an article about a a flower thrown by an FT and the comments from concerned citizens will start pouring in.

Don't get me started on the 3 parties that the PAP are delighted to have in the opposition camp.

besides their quality of journalism and writing is too amateur,the shit we see on yahoo.sg is some serious shit.very hard to criticise ur subject and still appear neutral and objective and not too biased at the same time......subtlety and professionalism is the key to winning hearts and minds..

DES Quake was quaking in his SAF boots. He was ready to erupt. After spending so much time commanding staff to wake up their ideas and realize that the company was getting bombarded by public complaints about delays and stoppages, he now has to tell them to wake up their ideas and follow Standard Operating Procedure (SOP).

He would have had them court-martialed if he could, for breaking or not following SOP. How many, in fact, have been disregarding them, walking into danger so recklessly without even a helmet on…Wait, were those 15 men on the tracks wearing helmets?

He sighed. Not that helmets would have saved the two boys who were hit by the train. What a train wreck he was facing. He was feeling like a train wreck too. He downed two Panadols and reflected on the past two days. If it was a death in the SAF, there were all the procedures to follow and staff who knew exactly what to do. Besides, you don’t have to tell the public exactly what went on in a court martial or military court and commission of inquiries reports don’t have to be made public.

Now, the public is baying for blood – even after blood has been spilled. What bloody thirsty people! What vampires! It was like we wanted people to die during training… He must check on the sentries guarding the rest of the men who survived, especially the supervisor. Everybody wants to know how they survived when the two men died. Who knows what beans they would spill in an unguarded moment? They were already so traumatized.

Maybe he should say that they “siamed’’ quickly enough to miss a train moving at 60kmh. Maybe he should just say the two boys crossed the tracks too quickly because they were super enthusiastic about their job? Nope, that doesn’t sound right. He would be flamed like Transport Minister Khaw Boon Wan who didn’t think anything about mixing celebratory comments with condolences. Thank goodness, those posts were removed!

Des Quake had been wondering for some time if he should have stayed in the SAF, where at least the Government Proceedings Act could prevent it from getting sued. He hoped that the two families weren’t taking the company to the cleaners, for providing an “unsafe’’ work environment. Then again, he’s admitted liability. He thought back to 2010, way before his time, when the SMRT was fighting the negligence suit from by a widow whose husband was hit by an LRT train while he was doing maintenance work on the tracks. He can’t remember if he had been briefed on this when he took on the job in Oct 2012. He would have to give the records a dusting over and see if new, improved SOPs were put up then.

So now it’s a police investigation. He supposed that besides finding out what happened, the police would also ask about who was responsible for which part of the SOP. How much should he tell the public since this was part of a police investigation? Maybe he should do a Home Affairs ministry style “no reply’’, “no comment’’? After all, this would be contempt of court right? Especially since there will be a coroner’s inquiry into the deaths of the two.

He had a look again at the press statement his PR folks put out last night. Just some details, enough to satisfy ghouls and vampires.

Before the team is allowed to step back onto the trackway, the following procedure must be carried out: The team must coordinate with the Signal unit at the station for oncoming trains to be brought to a stop and to ensure that no trains enter the affected sector. Our records do not show that this procedure took place.

Very nifty, he thought. Our records do not show that this procedure took place. It doesn’t say who was responsible for telling the Signal Unit. Then again, maybe there was an alert but the Signal Unit guys were sleeping on the job? He’d have to check.

There was this paragraph he bet people would zoom in on:

Pasir Ris MRT station is a terminal station with two platforms. Trains arriving at Pasir Ris can berth at either platform. Trains can cross from one track to the other as they approach the station. In this accident, the train moving in automatic mode was routed to Platform 2. When the train captain saw staff on the track, he immediately applied emergency brakes but was unable to prevent the accident.

Well, at least the captain pulled the brakes. He looked at the graphic his guys had given to the media :

He had been wondering if the 15 guys should have been positioned before the tracks crossed rather than after, especially since the train was going to switch berths to Platform 2. He picked up a pen. Something like this?

Then again, don’t need to be so explicit, he thought.

He looked up. Members of his war team were walking into the room in a single file. They had to because the doorway was just 50cm wide. He himself had bumped his shoulders against the frame several times. He had to get it widened.

“What’s the next thing to do?’’ he snapped.

The answers came:

“We should say how much compensation we will be giving the families. It should be bigger than what was offered to Dominique Sarron Lee’s family. Much bigger. ’’

“We should name the supervisor and people who were involved in the SOPs so we don’t come across like the Health ministry and SGH over Hep C.’’

“We should put up a memorial site but it must be some way away from wherever the Founders’ Memorial will be.’’

Des Quake finally erupted: “Maybe we should just stand in front of an oncoming train!’’

Long before you came, SBF was firing on all cylinders and Sam was occupied with threats of law suits and such. Journalists came into this forum looking for leads. One of them is still here still trying to connect the dots on clones imaginary or otherwise but certainly inconsequential.

Then a number of brave folks came along and took on this government online. Mr Brown, Alex Au and company used to take the Govt PR folks, cabinet ministers as well as the Toa Payoh Brothel whores around the park numerous times. They made them the laughing stock of Singapore. Mee Siam Mai Hum did not fall out from the sky. Prior to GE2015, these are the guys that delivered. Lim Boon Heng and Lim Swee Suay became the favourite butt of jokes. Then our good buddy Shanmugam started to get in touch with some of them. PM also invited some to the Istana. It did not work. The Broadcasting Act of 2013 worked and we can see the result in 2015.

One of those that made an impact - feedmetothefish, well respected blogger passed away, truly a sad occasion.
