SINGAPORE - People will be allowed out in groups of only two from this Sunday (May 16) until June 13, with dining-in prohibited as Singapore tightens its Covid-19 restrictions to stamp out the spread of cases in the community.
Households will also not be allowed to receive more than two distinct visitors per day. Individuals should continue to cap their social gatherings at two a day as well.
Eateries and hawker centres will offer only takeaway and delivery during this period to reduce the risk of transmission, due to the higher risk posed by customers in close proximity and dining in for prolonged period with their masks off, said the Ministry of Health (MOH) on Friday.
Working from home will once again be the default for workplaces, and employers have to ensure that staff who can work from home do so.
Speaking at a virtual press conference, Education Minister Lawrence Wong said the stricter measures are needed because many members of the public would have visited Changi Airport in the last few weeks, with some subsequently becoming infected.
The concern is that there may be hidden cases that have leaked out into the community, added the multi-ministry task force co-chair, noting that unlinked cases have also gone up.


There are currently 46 cases in the Changi Airport cluster, making it the largest of Singapore's 11 active clusters.
MOH said it will allow families' current childcare arrangements to continue, grandchildren being cared for by their grandparents on a daily basis will not be counted towards the two-visitor cap. However, grandparents are strongly encouraged to get vaccinated against Covid-19, and minimise mingling among grandchildren from different households.
Apart from the prohibition on dining in, other activities that will no longer be allowed include strenuous indoor exercise classes and sports, as well as personalised services such as facials that require masks to be removed.
Singing and the playing of instruments such as wind or brass instruments will also not be allowed.


Other tighter restrictions include:
- Weddings receptions will not be allowed, although solemnisations may continue for up to 100 people with pre-event testing in place, or 50 people with no testing.
- Congregational and other worship services can continue with a lower cap of 50 people at any one time. The limit goes up to 100 attendees if pre-event testing is implemented.
- Occupancy limits for malls and showrooms will be further reduced from the current limit of 10 sq m per person of gross floor area, to 16 sq m per person.
- All attractions that received prior approval to operate at 50 per cent of their operating capacity will have to reduce this to 25 per cent.
- Indoor and outdoor shows are allowed to continue for up to 50 people, with the cap going up to 100 people if pre-event testing is implemented.
- Museums and public libraries will operate at a reduced capacity of 25 per cent.
- Up to 100 people may be allowed into cinema halls with pre-event testing, or up to 50 people if no testing is in place. The cap of two people per group applies, and food and drinks cannot be sold or consumed in the cinema.

To speed up detection, everyone who sees a doctor with signs of an acute respiratory infection will also have to undergo an antigen rapid test. This is in addition to the slower but more accurate polymerase chain reaction test.
This testing regime will be rolled out progressively, starting with around 200 public health preparedness clinics from Saturday.
Mr Wong urged people to follow the tightened measures and go out only for essential reasons.
He added: "We know this is a very difficult period for everyone; this is clearly a setback in our fight against Covid-19. We are resolved to keep fellow Singaporeans safe and to see Singapore safely through this crisis. So let's continue to stay united, support each other and do our very best."

SINGAPORE - The air travel bubble to allow for quarantine-free travel between Singapore and Hong Kong is likely to be delayed yet again, given the rising number of Covid-19 community cases in Singapore.
Transport Minister Ong Ye Kung on Friday (May 14) said: "It is very likely that Singapore will not be able to meet the resumption criteria.
"What we will do now is to closely monitor the numbers the next few days to review the start date, and early next week, we will make a decision and an announcement."
The bubble was slated to take off on May 26, six months after its initial planned launch in November last year. It was deferred by both parties due to the worsening Covid-19 situation in Hong Kong.
Both cities had agreed that the air travel bubble will be suspended when the seven-day moving average of the unlinked community cases in either Singapore or Hong Kong increases to above five.
There have been 15 unlinked Covid-19 cases in Singapore in the past week. This works out to a moving average of about two cases a day, which is still below the threshold to trigger a pause in the travel bubble.



Mr Ong, who was speaking at a virtual press conference held by the task force combating the pandemic, said he had briefed Hong Kong's Secretary for Commerce and Economic Development Edward Yau on Friday morning about the Covid-19 situation in Singapore.
He said that both cities are strongly committed to the bubble, but have to start it safely. They would also respect the resumption mechanisms that both sides had agreed on.
Mr Ong said that Hong Kong is a "very safe region" now, with daily Covid-19 cases ranging between zero to two.
Earlier this week, both cities had expressed optimism that the bubble could still take flight.
On Wednesday, Mr Yau noted that the seven-day moving average of unlinked cases in both cities was below the threshold of five that would trigger a pause in the arrangement.
Singapore's Transport Ministry the same day said that Hong Kong was "recording very low or zero daily cases currently", adding that it will continue to monitor the Covid-19 situation in both cities.

SINGAPORE - The Singapore Prison Service (SPS) will be testing about 5,000 inmates, staff, vendors and volunteers over the next few days after a chef working in the prison kitchen at Changi Prison Complex tested positive for Covid-19 on Thursday (May 13).
In a statement released on Saturday, SPS said inmate activities including rehabilitation programmes will be suspended to facilitate the testing.
It also said that vendors and volunteers who are affected by the temporary suspension of activities will be notified.
SPS said it would cease face-to-face and tele-visits and replace all inmates' visits with phone calls from May 17 until further notice.
The decision comes on the heels of the Ministry of Health's (MOH) announcement on Friday on the tightening of measures in the community to reduce the risk of Covid-19 transmission.
Families who have already booked their visits will have them automatically converted to phone calls. In addition to phone calls, inmates are still able to communicate with their families through e-letters.

"These are important, preventive steps taken by SPS, for the safety of our inmates and their families, staff and partners, and they complement existing measures that have been in place since the onset of Covid-19. SPS is committed to ensuring the safety and well-being of our inmates and staff.
"We will continue to review our safety measures in accordance with MOH guidelines," SPS said.
The chef who tested positive last reported to work on May 12. He felt unwell after completing his shift that day and saw a doctor that evening. His test came back positive on Thursday.
He had received his second dose of the Covid-19 vaccination on April 10.
SPS ceased kitchen operations at Institution A5 of Changi Prison Complex, where the chef was working, and started contact tracing efforts to identify staff and inmates who had come into close contact with him.
SPS said all close contacts have been isolated or placed on quarantine.
Inmates will serve their quarantine order in prison, isolated from the rest of the inmate population, while affected staff, vendors and volunteers will serve their quarantine order at MOH's designated quarantine facility, SPS added.
Since May 8, SPS has increased the duration of cohort segregation for newly admitted inmates from 14 to 21 days, in view of the increasing number of Covid-19 cases in the community.
Newly admitted inmates will undergo polymerase chain reaction (PCR) tests upon admission, as well as on the 14th and 20th day of cohort segregation.
They will be allowed to join the general inmate population after they test negative at the end of the cohort segregation period.

SINGAPORE - All schools will start full home-based learning (HBL) from Wednesday (May 19) until May 28 when the school term ends, amid a sharp spike in Covid-19 cases in the community.
This applies to all primary, secondary and junior college students, as well as those from Millennia Institute and special education schools.
The mid-year GCE O- and A-level mother tongue examinations will proceed as planned, with strict safe management measures in place, said the Education Ministry (MOE) in a statement on Sunday.
During the HBL period, schools will provide instructions and support for students to access a range of both online and hard copy materials, so that learning continues uninterrupted. They will also help students who may require digital devices or Internet access.
"Schools will remain open for students who require additional support. In particular, parents working in essential services or are unable to secure alternative care arrangements may approach their children's primary schools for assistance," MOE added.
Institutes of higher learning will convert more classes to online learning where possible until June 13, when the current set of tightened measures end, or further notice, with the exception of essential in-person sessions such as labs, practicals and final-year projects.

Singapore had reported 38 community cases as at Sunday noon, of which 18 are currently unlinked.
Explaining why MOE chose to implement HBL instead of bringing the school holidays forward, Education Minister Chan Chun Sing said the measure is meant to reduce activity outside the home as much as possible.
Parents and educators have given feedback to say they would like students to be meaningfully engaged in the next two weeks, and HBL achieves part of this objective, he said at a virtual press conference on Sunday evening.
He also noted that schools prefer to have additional time to wrap up teaching for this term, rather than carrying this forward to Term 3. The June school holidays run from May 29 to June 27.

"We don't know what will happen in Term 3. If we load everything onto Term 3, it can be very stressful on students, parents and schools," the minister said. "So taking into account the feedback, we thought it is meaningful to move to HBL for the remaining seven days."
The move to full HBL comes after seven primary schools earlier implemented it as a precautionary measure after several of their pupils tested positive for Covid-19. The cases are linked to tuition centres, and none of the pupils appeared to have caught the virus while in school thus far.
All centre-based tuition centres and enrichment classes should move activities online till June 13 or further notice, to reduce interaction between students from different schools, said MOE.
Mr Chan said pre-schools and student care centres will remain open to support families who require their services, but he encouraged parents to keep their children at home where possible, if they are able to do so.

He also laid out his ministry's approach to allow students to continue taking classes in a safe school environment in future.​

This will involve using new and faster testing methods to ring-fence affected schools, so that lessons in other schools can continue.
It also includes vaccination of school-aged children once the vaccines have been approved for younger age groups, he said.
"We all know that home-based learning over a prolonged period will have certain limitations," Mr Chan said.
"So going forward, if the community situation doesn't warrant it and we only have sporadic cases in schools, we will be able to use more targeted measures to ring-fence schools that are affected, while allowing other schools to continue to operate."
