if you go through your list, it appears that you actually require most or all conditions to be successful before you can achieve contact with ET. That is, exterresterial life must first be reasonably abundant, it must be intelligent, it must not have destroyed itself, it must not be out to destroy others, it must desire to expand its boundaries and achieve contact with other alien races etc etc... That's quite a gauntlet to run.

In space, everyone is really very far away from everyone else. Assuming c to be a hard limit, nobody can get anywhere fast enough to be bothered. With this distance problem et contact already very problematic. And I point to 7.9 where distance in time is also a real problem. Our intelligent existence capable of some level of technology measured only within the last century which is a blink in the age of the universe. These two alone knock the chance of et contact into the black hole of low probabilities.
