The question is. can PAP avoid the by-election? isnt by election set by law and the constitution? If PAP say no by election, the hougang ppl will be more dulan,,come 2016 PAP will be in a worse position. With the 5 WP MPs in Parliament. Everyone knows PAP will be playing it to their advantage but they can't hold off until next GE. That's over 4 years away, unless they call snap elections mid term. Drag too long and Hougang residents will grow resentful against PAP for denying them their democratic right to be represented in Parliament. So my best guess is, within a year.
