Most likely he's facing competition. PAP backbench-candidates (i.e. those not earmarked for ministerial posts) all have reserves standby just in case (of e.g. accidents or scandals). For 84 setas, PAP have something like 120 candidates operationally ready. Until PM calls for election and announces the slate, half of PAP MPs and potential new candidates are also unsure of what's next.
It's a possible speculation on why the timing of Tay Peng Hui announcing to press - exactly after the Jack Neo scandal is cooling off. There may be a seat intended for either Neo or Tay, and Neo was leading runner who stumbled and fell. Time to take the lead.

More likely he is fishing for an invite and the msm went along as a misinformation angle to kill the speculation that JN was already inserted into Aljunied. Lim Kay Siu is completely out. With due respect, he neither has the popularilty nor credibility to look anywhere near the part of being an MP. However, Lim Kay Tong would have made a superbly credible MP. Anyway, I don't think he'd be interested then, and he's too old for that now.
