The PAP govt gives away citizenship (and passports) to foreigners just like giving candies to children.
The value of the citizenship is cheapened because the barriers to obtaining it are low.
He did not say that "Singapore passports are cheapskates". Someone needs to brush up on his/her Chinese language skills.
