大甲媽昨天（9日）遶境，經過彰化，就在統促黨總裁張安樂接轎後爆發嚴重肢體衝突，造成警察、記者受傷，彰化縣警察局長方仰寧顏面無光，今天在警局怒嗆黑道「大家相堵ㄟ丟！」，媽祖回鑾時如果再打架，要求警方「絕不手軟」。
9日凌晨，彰化長興、三民路口你推我擠，瓶罐滿天飛，衝突過程中還有記者被打，攝影機被砸，警方臉上無光，下令迅速逮捕滋事份子，包紮後直接從醫院把人帶走，押送到警局，沒有商量空間。
彰化縣警察局長方仰寧說：「今天這4位如果沒有及時逮捕，我們今天在這裡開會，只有4個字叫『灰頭土臉』。」

方仰寧上任才18天，卻爆發近年在彰化最嚴重打群架，警局會議中霸氣怒嗆黑道「大家相堵會到」。
方仰寧說：「媽祖回鑾的時候，該去放話、該去約制的，大家台語講的『相堵會到』差不多就好。」
方仰寧火大，劍指「白狼」張安樂臨時接駕，沒多久引爆衝突，導致維安破功，其實方仰寧和張安樂早就不是第一次交手。

2014年太陽花學運，白狼號召千人進攻立法院，和反服貿學生對峙，時任中正一分局長的方仰寧，就曾在和白狼當街嗆聲，絲毫不畏懼。

有魄力也要有戰力，彰化警方這次部署重兵比去年增加一倍，另外除了地面部隊，制高點12台攝影機，即時影像回傳勤指中心，一有狀況，馬上會派遣快打部隊驅散。
還有16顆「球機」鏡頭，能快速旋轉鎖定目標，人眼配合電眼交叉蒐證，回鑾時如果再打架，警方不諱言「走著瞧」。
