Supervisor, worker die after collapsing in vessel's ballast tank

SINGAPORE — A supervisor and another worker died last week after they entered a ship's ballast tank and collapsed in the confined space.

The incident took place last Wednesday and was reported in an alert by the Workplace Safety and Health (WSH) Council on Monday (May 24).

The notice from the WSH Council said that a supervisor entered a dredging vessel’s ballast tank, which is a confined space, for an inspection last Wednesday without any appropriate personal protective equipment.

A ballast tank is a compartment within a vessel that holds water and is used to provide stability for the boat or ship.

CNA has contacted the Ministry of Manpower for more details.

The supervisor did not check if the confined space was safe, said the WSH Council. Shortly after entering, he collapsed and passed out, it added.

Another worker entered the tank to try to save the supervisor, but also passed out. A third worker attempted a rescue as well, and he too collapsed inside the tank, the alert said.

The rest of the crew subsequently introduced forced ventilation into the tank. The second worker eventually regained consciousness and managed to climb out of the tank.

If you haven't noticed already, standards are slipping in this cuntry ever since that pink fuckstain became the PM in 2004.

Certainly, you have a few more new and shiny distractions during this time (F1 race, new malls, new touristy spots etc). But don't let them blind you to what is painfully obvious, especially during this pandemic. :cool:
 
KNN this incident leeminded my uncle about last time after gce all level my uncle worked as BK crew and the floor mareneger asked my uncle and another shift lead to go behind the don't know what kind of manhole to dig and clear the accumulated sai KNN my uncle was so stoopid then to follow the orlar KNN later my uncle then leescovered inside all toxic gas KNN verlee verlee stoopid almost passed out KNN
 
This is akin to committing suicide lah. For entry to any confined space, you need to have a lookout man at the top for emergency rescue purpose if anything goes awry down below. And before going down the cat ladder, you need to use a gas detector to detect any poisonous gases. When I was still sailing, I always told my bosun, the ship's foreman to alway have on standby 2 chaps while working inside the ballast accompanied by a safety supervisor.

Googled rules for enclosed space entry - A confined space has to be well ventilated before entering. Enough time should be allowed to establish a ventilation system to ensure that air containing enough oxygen to sustain life is introduced. Ventilation can either be natural or mechanical using blowers.
The dead were probably not certified to work in enclosed spaces. Their employer and the captain of the vessel have to answer for their deaths.
 
Scream for help, take a deep breath hold your breath go down drag him near to the manhole opening climb up breathe again. Get a rope hold breath go down tie rope across his chest underneath arms climb back up to breath. By now help should be here, all help pull him up.
