SINGAPORE - A heavy downpour led to flash floods in several parts of Singapore on Sunday afternoon (Nov 11), including along a stretch of the Kallang-Paya Lebar Expressway (KPE).
This comes a day after flash floods hit parts of Choa Chu Kang and Bukit Batok in western Singapore, prompting investigations by national water agency PUB.
On Sunday, PUB said in a statement at 3.45pm that flash floods occurred at Lorong 23 Geylang and the KPE slip road to the Pan-Island Expressway in the direction of Changi.

"All lanes are affected," the agency said, as it urged motorists to exercise caution and avoid the area.
Other locations also saw reports of high flood risk.
Water levels in the drainage systems at Yuan Ching Road/Yung Kuang Road, Gul Circle, Sime Darby Centre, Alexandra Canal and Lorong Chuan had risen to at least 90 per cent during the downpour.


Earlier, the National Environment Agency had warned of heavy rain over the southern, western and central areas of Singapore from 1.45pm to 3pm.

It later said that rain would fall across many areas of Singapore till 4pm.
Between 4.20pm and 4.40pm, PUB tweeted that the flash floods on KPE and in Geylang subsided, adding that traffic was passable.
On Saturday evening, about 100mm of rain was recorded from 4.40pm to 6pm at Bukit Panjang, according to PUB.
This is 40 per cent of the average monthly rainfall in November.
Singapore and the region have been experiencing inter-monsoon conditions since late October.
The first two weeks of November is expected to be wetter than the previous fortnight.

SINGAPORE - Several parts of Singapore experienced flash floods after intense rain on Saturday evening (Nov 10), said national water agency PUB.
PUB posted on Facebook at about 8.30pm: "Flash floods were reported along Choa Chu Kang Way to Choa Chu Kang Avenue 1 and Bukit Batok West Avenue 5 (near Esso petrol station and Bukit Batok Driving Centre)."
PUB officers were in the area to investigate the floods and to render assistance.

SINGAPORE: Motorists heading to the area around Suntec next week should expect traffic delays as several roads and lanes will be closed to facilitate security arrangements for the 33rd ASEAN Summit.
"Motorists are advised to plan their journey early as traffic is expected to be slow moving," said the Singapore Police Force, the Civil Aviation Authority of Singapore (CAAS) and the Land Transport Authority in a joint media release on Tuesday (Nov 6).

Road and lane closures will begin on Nov 11, in preparation for the summit which will be held from Nov 13 to 15.

The area around Suntec was on Monday declared an Enhanced Security Special Event, where tighter security checks will be conducted.
As part of the security measures, CAAS will establish a temporary restricted area over central areas in Singapore from midnight on Nov 12 to 11.59pm on Nov 16, under the Air Navigation Order.

During this period, the flying of drones and other aerial activities such as kite-flying and hoisting of captive balloons are not allowed within the restricted area, unless authorised.

PROHIBITED ITEMS
Unmanned aerial vehicles (UAVs) or drones are among a range of items prohibited in the special event area.
"Offenders may be arrested and, upon conviction, will be liable to a fine not exceeding S$20,000, to imprisonment for a term not exceeding 12 months, or both. The UAV will also be seized," the joint release said.
Some of the other prohibited items include:
  • Any noxious or offensive substance.
  • A marine flare and signal, landing flare, highway fuse, smoke generator, distress signal or other pyrotechnic device intended for signalling, warning, rescue or similar purposes.
  • Any petroleum or flammable material within the meaning of the Fire Safety (Petroleum and Flammable Materials) Regulations.
  • An explosive within the meaning of the Arms and Explosives Act.
  • Any arms within the meaning of the Arms and Explosives Act.
The Enhanced Security Special Event Area (outlined in blue below) is bounded by the following roads:
  • Fullerton Road
  • Connaught Drive
  • St Andrew’s Road
  • Stamford Road
  • Victoria St
  • Bras Basah Road
  • Bencoolen St
  • Rochor River
  • Syed Alwi Road
  • Beach Road
  • Java Road
  • Nicoll Highway
  • Shoreline of the Marina Promenade
