CECA came into existence because of two objectives.

1. Economic advancement
2. New citizens

India was chosen for economic advancement after the fallout at Suzhou Industrial Project in China. LKY was hurt badly and conceded that the project had not turned out as planned and had made him more cautious about investments in China. Singapore lost US90m and reduced its stake from 65 to 35%

Singapore took advantage of India's weaknesses, corruptions and low level of national income and per capita income. Dirt cheap labour.
What has a layman benefited from the investment? Nothing! Only the GLC and its cronies benefited.

Just for illustration;
When a GLC clinched say a 5b project in India who do they call? All their cronies will hurriedly set up companies in India to supply their products and services to their needs. There is a lot of money to be made from there and am not sure if our government officials were tempted inevitably. At the end of the day all the cronies there become rich and happy. GLC also made some money lah otherwise how MSM propagate the benefits of CECA.
How much of that profits trickle down to the layman? How much has he benefited? He still pay the same GST with endless price increase in electricity and medicine fee. They should have thrown in a free MRT for those old and over sixty. How much could they lose?

Impatience, greed and an eagerness to conclude the CECA agreement in the shortest time possible our ministers overlooked some of the notes in Article 9 particularly Article 9.5 & 9.6 which were not in Singapore's favour.
In order to mask this mistake 'talent' was born. It has since become a political tool to replenish low votes. Another advantage Singapore exploited is Indians are poor and desperately looking for greener pasture. The data on how many CECA were given PR status and citizenship is either unknown or cannot be known.

Don't get distracted by what Mr East Coast Plan did or did not do, even as he is undoubtedly the designated scapegoat now.

Heng is not as smart as we all think. Even Silvia Lim believed he doesn't made the cut for being a leader.
