IMO, building the new stadium via PPP is a brilliant strategy by the govt.
One possible scenario the govt is anticipating as follows: PPP paid upfront $1.33B to build the stadium. Govt pay via 'hire purchase' over 25 years. I believe from past experience, govt is anticipating the venture will fail in couple,years time. In fact as of now, the mall is already failing with some shop never rented out, as well at least 2 (a smoothie shop and a pizza shop) already closed. All their lease expiring starting less than 12 months from now. Let see how many shops are left in a year's time.
PPP fail the criteriae for funds from govt HP plan. Declare bankrupt.
Govt take over the stadium and owns it under state property, or buy it out real cheap as no corporate or investment firm will put a single cent to try float it back up, which is a doomed investment and a confirmed white elephant.
Probably with less than half a billion, the govt will take over the stadium, build and ready for use.
