Lim Hng Khiang was an LTC not a BG. Saying that he was an SAF overseas merit scholar, not sure whether he was a President Scholar though, not that it really matters.

My guess would be LHL. He looked really sickly when he attended the Asem meeting in Beijing. As he walked towards Wen Jia Bao, he (LHL) looked like he was faltering on his steps.
