Agree. The Plaza Accord was the classic example of how to tamp an ally down when it's too strong. Yoon's failed martial law attempt was a covert CIA op to use the North Korean bogeyman to target China.

Doubt it. The pros and cons can be debated, but you can be sure of one thing: a Chinese led world order would see less war and more peace, given the China's inclination not to interfere in other countries' affairs that don't affect its own economic interests. The trade rules would certainly be rigged in its favour, but that surely can't be worse than the the US making the world use the USD while it continues to borrow and indulge in binge spending, amassing a deficit of tens of trillions of dollars, most of it going to military bases around the world and supplying weapons to sustain wars in hot spots and to depose unfriendly 'regimes'.

There was no such agreement unfortunately.
It was merely a understanding by then President Reagan and later with George Bush senior and gorbachev which included dismantling all the intermediate range missiles under ( INF) which relieved Europe of becoming first target in any nuclear exchange (That understanding was broken by Clinton and later George Bush junior) which started the economic cooperation between Germany and Russia which benefitted both.
UK on the other hand was weary of a resurgent Germany when it reunites with its eastern counterpart. The Baltic German state of Kaliningrad was also offered to Germany but was rejected as it was overwhelmingly Russian by then.
