So transferring articles between friends across fencing without crossing fare gate means $2000 fine?- why???
If it were security issue, then high glass panel should be set up, if it were due to bulky luggage, then a size limit can be specified. In any case, with LRT being totally unmanned (a supermarket trolley once ended up in MRT train iirc), what security lapse can there possibly. Terrorist do do their homework, even Mas Selemat didn't escape by MRT train iirc (a train fault would have scuttled his plans).
If it were to avoid people traveling a long distance to recover an article, but exit a station near to the start, there are already fines for people who ride MRT in circles: either the lost/ void ticket charge (ticket validity expired due to duration expiry)- so the same would occur: passenger might be forced off train for invalid ticket and charged the maximum fare plus small admin charge as void ticket charge.
So I surmise in the midst of no plausible explanation, this penalty law is insurance for the day MRT runs short of cash, it can spring up the surprise on unsuspecting individuals caught on camera and hurl them to court for a $2000 fine, just as the open socket seemed by common sense- usable to the phone charger girl (public place like library/ airport etc).
