You cannot charge anyone in absentia in Singapore. He was charged in court and was on bail with 2 sureties put up by his friends. No order was sought to retain his passport. Why the passport was not retained became a subject of speculation in parliament and elsewhere.
BTW, you can charge someone in absentia in Singapore. FS, TLH, CSJ, plenty of examples.

TLH, tax evasion and defamation, charged in absentia, case presented in court for warrant of arrest all the way to international Mareva injunction.
CSJ, defamation, failure to appear in court and the case still proceeded and verdict delivered.

Singapore does not charge people in absentia. They can proceed with the case in absentia after the person is charged but requires a special court order. Those who abscond before they are charged are placed in the wanted list. They are charged in court once they are apprehended. Warrant of arrest is only applied after they are formally charged in court. and its a merely formality. You do not need a warrant of arrest to be place on the wanted list. JBJ was Tang's counsel when was charged in court.

They have to be physically present in court to be charged of if they are ill or hospitalised, the magistrate will go to the hospital. After having charged someone, if they abscond, conducting the trial in absentia is a different matter and you need to make a special application. They did that in Francis Seow's case.

Yes, he was convicted in absentia. After he was charged, he went to US, travelled around and kept claiming that he will be back to defend himself, had to do check-up for his heart etc. But he made sure that he used the publicity to embarrass the PAP Govt. The Govt sent it's agents to keep surveillance and it must have cost a fortune. Lee Siew Choh queried the surveillance expenses in parliament but they refused to reveal.
I remember that he took them for multiple rides across the top part half of the states including places like Indiana. Ever seen Singaporeans wearing suits for the first time try to fit in at a hotel lobby in the states. Then he said he was too sick to come back.
