AHPETC have not obfuscated or intentionally delayed in responding to the matters raised by MOS Lee, but have made it known to the public that we are looking into all the Yaw babes data, and will respond to the query on the health status and arrears situation of the Yaw babes in due course.

We are surprised that MOS Lee has framed the matter as an issue of transparency and accountability. The Kelantan Lane DSC clinic (DSC) has been auditing the WP accounts of Yaw babes , and we believe that MOH will make the DSC report public in its entirety when the audit ends.

With the benefits of hindsight, it was very fortunate and very wise for WP then for not issuing such a patronising, insincere and light-hearted statement as they are issuing it now. It would have worsened the scandal as it make them look very irresponsible, clueless and incompetent as they are right now.

I refer to PAP’s propaganda by PM Lee “PAP will always be on the side of Singapore and of Singaporeans”.

PM Lee’s entire article is full of self praise and it seems our leader has conveniently forgotten his recent actions have contradicted his message.

In April this year, PM Lee described some Singaporeans as “a disgrace to Singapore” for harassing the organisers of the Philippine Independence Day celebrations. It is doubtful the PMO was aware of all the issues surrounding the Philippine Independence Day celebrations which was subsequently canceled. Why was PM Lee only slamming locals?

One month later, PM Lee said “Singaporeans, new arrivals, people who are on permanent residence here, people who are on employment pass here,..this is a place which is special, which belongs to all of us…”. Can PAP be on the side of Singapore and Singaporeans when our country also belongs to every foreign residents here except tourists?

PM Lee: “In fact, if I can get another 10 billionaires to move to Singapore.., my GINI coefficient will get worse but Singaporeans will be better off..” So PM Lee’s idea of being better off is to perpetuate a problem? Inflation has been worsened by allowing tens of thousands of rich foreigners making Singapore their base, not home, but PM Lee is not bothered how PAP’s immigration policy has impacted Singaporeans. Can PAP be on our side when it is not even concerned about our well-being?

It’s not just PM Lee but other ministers and MPs would also be on the side of foreigners eg. Hri Kumardecided to go gentle on Anton casey and came up with a silly ‘cure’ for making offensive and thoughtless remarks. Kumar is so forgiving towards adult foreigners but when it comes to 5 teenage Singaporeans who were charged with vandalism, Kumar has nothing to say. The attitude of the PAP is unmistakably pro foreigner.

In other countries, the government prioritises citizens over foreigners. Here, the PAP dishes out tuition grants to foreigners’ amounting to about $400 million every year. This works out to each citizen contributing about $120 to invite foreigners to deprive local students of their education. Is this being on the side of Singaporeans? Why is the PAP government offering more grants to each foreigner when it can’t even take care of locals?



To put into perspective, would China, with a 1.36 billion population, spend $163 billion in educational grants to foreigners? Would the US government spend $37 billion to do likewise?
Spending a disproportionate amount of tax dollars on foreigners is confirmation of a pro-foreigner PAP government.
When PAP creates jobs for foreigners, jobs which Singaporeans are suitably qualified for, how does it benefit Singaporeans?

When PAP allows thousands of HDB units to house foreigners working in Singapore, while needy citizens waited for months or more than a year, was PAP being on the side of Singaporeans?

The PAP has never been on the side of Singapore or Singaporeans because it needs cheaper foreigners to lower business cost; PAP needs to protect its own business interests.

Wealthy new immigrants help to maintain/increase property prices and create an artificial demand for goods and services. In order to create the illusion of high economic growth, PAP will continue to roll our the red carpet for wealthy foreigners to make Singapore their base.

PM Lee was speaking from his heart when he said Singapore belongs to foreigners as well. PAP has no growth idea besides increasing the population which it has been doing so for 2 decades. Sadly, PAP needs foreigners more than Singaporeans for our next phase of ‘growth’. It has never been on the side of Singaporeans, never will be.

After remaining steadfast to ignore and to triviailise the AHPETC residents' desperate pleas for a reply, WP again only reply to the PAP:

Let me clarify the matter.

What the hell is she talking about ?

After beating around the bush, throwing out so much smoke and regurgitating all the same rubbish that she had been giving out so many times and for so long, Syliar Lim could still unable to answer some very simple questions that Aljunied residents have demanding:

1. Is it true that S&CC arrear had balloned to 30% by Mar'2013 ?
2. Since then and after almost 2 years to this day of end-Dec'2014, have this 30% arrear rate been reduced or continued to skyrocket?
3.If reduced, then what is the rate now ? And why refuse to hide it since it is suppossd to be a good thing ?
4. If the S&CC rate continue to grow, then what is the new record now ? And why is it continue to grow ?
5. Who are these arrear people ? Are they really all cash-strapped familes as he Hammerrhoid zombies have ridiculously suggested? Or are they PAP saboteurs as the Hammerrhoid zombies suggested ?
6. Is the AHPETC really in deficit as PAP accused ? Or are they still have a lot of hidden cash reserve as TOC alleged ?
7. Did PAP deliberately punish every Aljunied residents by drastically cutting down on housing grants as TOC had discovered ? If so, why didn't WP speak up for their Aljunied constituents against such unjust discrimination ?

These are just some of the very simple questions demanded by Aljunied residents, that can be easily answered offhand by any competent, honest and conscientious MPs. They don't have to wait for AGO report to answer. Instead, Syliar Lim continues to obfuscate and to delay intentionally in responding to the public queries.

It is time for the WP Seven Dwarfs to wake up their ideas that they are elected to serve the AHPETC residents and not the PAP ministers. Their job is not to answer and to entertain the PAP ministers. It is their responsibility to soothe the fear and calm the worry of the Aljunied residents so that they can live in peace that their town council is in financial good shape. Those residents who have been and continuing to be paying on time must be assured that they have been treated fairly and not taken for as suckers.


The people of AHPETC deserve more than this kind of bombastic reply written by top legal vultures that can be understood by none. It is time for the Imperial AHPETC to be more transparent and more accountable.

Moreover, their hopeless incompetence and outrageous irresponsibility in mismanaging the AHPETC with their favoured FMeSS cronies have further angered and disappointed opposition supporters, esp the Aljunied voters.

Now, even a major WP IB is turning against its master and creator. And like FMeSS, Hammerrhoid rats are beginning to jump ship.

I refer to the article published in the Straits Times and Lian He Zao Bao on 10th December 2014 written by Mr Lawrence Wong, Minister for Culture Community and Youth.

In his article, Minister Wong repeated the same tune of his party colleagues about Aljunied-Hougang-Punggol East Town Council (AHPETC) allegedly not releasing information on its financial matters. He also raised doubts about some statements attributed to me as AHPETC Chairman on the arrears situation and reporting of arrears to the Ministry of National Development (MND).

Let me clarify the matter.

Minister Wong may have not known that the TC had explained to MND its challenge in submitting arrears data in MND’s format from mid-2013. I had explained that while the IT system being used at AHPETC could churn out arrears reports, manual counting and sorting was required to get the information into the format required by the MND. I had also informed MND that AHPETC had requested its software developers to enhance the system to churn out the reports in the required format, but this was work in progress. MND had been informed that AHPETC’s Finance Team and its software developers had been involved in (two consecutive) audits, first by the TC’s own auditors (commencing mid 2013) and then by the Auditor-General (commencing March 2014), and that this had led to a deferment of reporting requests, including MND’s request for arrears data in its prescribed format. I had concurrently offered to submit to MND the arrears data the TC had as it was, but this was rejected by MND.

Minister Wong asked the same questions as his colleagues about AHPETC having stopped submitting monthly arrears 10 months before the AGO audit began. He may have been under a mistaken impression due to mass media reports.

When the mass media interviewed me on 10 November 2014 on the MND’s Town Council Management Review (TCMR) results for Financial Year 2013, I was asked about the circumstances leading to AHPETC’s non-submission of two sets of documents – the TC’s audited financial statements for FY 13 as well as the arrears reports. I had told the media that the audit for FY 13 could not reasonably commence while the Auditor-General’s Office (AGO) special audit was still in progress; as for the arrears reports, I told them that the finance team had been tied up with audits by our commercial auditors for FY 12 and then by the AGO.

Unfortunately, my responses to the two matters were conflated in certain media reports. At no time did I say that focusing on the AGO audit was the sole cause of the delay in submission of the arrears data to MND. In any case, MND should have known this from my earlier correspondence.

Due Diligence into Arrears Situation and Arrears Data

Minister Wong further wrote that “when pressed recently, Ms Lim said that she was looking into the matter and would release her findings in due time. That was the same answer she gave two years ago, when the arrears issues were first flagged”.

It was unfortunate that Minister Wong has chosen to generalize the issue in a different context. He referred to my statement in 2012 that AHPETC would be looking into the arrears situation and my recent statement that AHPETC would verify the arrears data.

Minister Wong impliedly wondered whether anything had been done to recover arrears since 2012. As residents will attest, AHPETC has been following up on households in arrears by issuing reminders for payment and engaging law firms to proceed with court actions where other steps have failed. Residents in financial difficulties have also been placed on instalment plans. As for the 2013 S&CC arrears figures recently highlighted by MND, we have made public several times that we are looking into the arrears data, and will respond to the query on the financial and arrears situation in due course.

Transparency and Accountability Accusation – A Non-Starter

Finally, I refer to Minister Wong’s “queasiness” about whether AHPETC and indeed the Workers’ Party (WP) is deliberately trying to avoid answering questions about the TC’s financial management and situation, and hence was not transparent and failed to account to the residents.

I thank the PAP ministers for repeatedly reminding Singaporeans of the issues that are close to our heart.

First, the public can expect that the PAP will be the first to hold WP to account.

Secondly, the PAP government has all the investigative arms within its disposal to hold WP to account on any matter under the sun.

Thirdly, AHPETC has been facilitating the special audit by the AGO, and like all Town Councils, AHPETC will have to have its annual accounts audited by firms approved by the MND. We trust that the government will duly make public the AGO audit findings; the AHPETC’s annual audited accounts will also have to made public when audit is completed. I believe that once the audited information is available, more productive discussions can be entered into.

In the meantime, I urge Minister Wong not to confuse or alarm the public by speculating on whether the S&CC arrears situation has worsened or whether AHPETC is facing “bigger problems”.

Now, the Aljunied residents have to pay the ultimate price as both their mini-MPs and mini-NEA choose to wayang with each other over mini-issues and to entertain and amuse the public, as well as enriching the lawyers.

This is the kind of payback the Aljunied residents received for voting the Hammerrhoids and paying them $16,000/mth/Dwarf, so that the Seven Dwarfs can go for their overseas vacations very regularly.


WP, please stop your wayang, and start checking and working ! People are dying.

Well, 30% of Aljunied residents can surely attest that and prove to PAP that WP is now the new litigating champion in Singapore. The Aljunied residents have heard about the urban legend that PAP like to sue arrear residents. Whether it is true or not, they may not know. But now, 30% of Aljunied voters have seen with their own eyes and held in their own hands, the solid proof that WP is indeed the party that loves to sue.

Never in the history of Singapore, so many families are going to be sued by one party at the same time. Even LKY could not have possibly sued so many people throughout his whole life.

Indeed, a very warm and a very sincere congratulation to WP for smashing another record. Besides being able to make the biggest yusheng and becoming the most expensive town council with the highest S&CC, WP can now hold the title as the most litigating party in Singapore. Well done for making so many records in so short a time! 了不起! 后生可畏!

On the issue of SCCC arrears where the opposition TCs had exceeded the criteria set by the MND on TCMR. I noted that although MND had issued a “guideline” on writing off of SCCC arrears in 2008. PAP TCs had written off SCCC arrears. When SCCC arrears are written off, it is incomes written off and it will affect the bottom line. PAP TCs can do it perhaps they have more surpluses and are in a better financial position due to additional funding received through upgrading program? This is also why some PAP TCs are then able to use their own TC funds to help residents to pay SCCC arrears to reduce the number of months in SCCC arrears by way of offering part time employment........

"While PAP is too compassionate to write off the S&CC arrears for their cash-strapped residents, WP is too merciless to sue them to bankrupt,"- the Towkay.
