That extract that you quoted was made in 2006 in parliament. Its refers to the pianist Melvyn Tan case. The 20 years refers to before 2006. There is no $500 fine under Enlistment case and no need to do NS. Again it is not a traffic offence. After the Pianist case, jail became part of the sentencing. Only those who are 40 and above are fined, jailed but no need to NS>

Tan Chee Meng never resigned and migrated to Canada though the whole family got the VISA. At that time he was with AG. The eldest son was indeed struggling with Mandarin and the family made the decision to send the sons to study with the intention to eventually migrate. He went over to her them to settle down and thereafter made the usual visits taking leave.

Once the kids began attending University the wife came back. It looks like their heart was not in it and they did it to avoid doing Mandarin. It also looks like bad planning. A number of PP and Judges in our legal service have sent their kids to Australia to do their secondary and A levels. A house is purchased and the mums will look after them. The Australian Govt allows the purchase of house (not new) for those on student visa but must sell the house when they leave. I am not sure why he did not follow his colleagues who did it.

Allan should have just packed up and migrate. Sad.

thank you very much. now it makes sense. in mitigation, the young chap is born in u.s., father registered him as sinkie citizen when he was less than a year old, he never step into sg until last december to settle his case, no sg nric, no sg passport; he travels with his u.s. passport; his brother's case was settled years ago without him going to sg as he registered for ns on time and sought deferment until 21 when he renounced successfully.

It is not illegal for a public servant to apply for Police check to migrate. In fact the application ask you specify the reason for applying. Not everyone eventually migrate. However the authorities do refer sensitive post holders upwards and there is usually a "chat". Some are re-assigned but not demoted. SAF personnel while on overseas assignments such as Scottsdale, Perth etc who apply are sent back. Thought their post might not sensitive i.e. mechanics, engineers, etc, the SAF feels that they spent so much money and they cannot afford it becoming a trend.

Errol Foenander, former DJ1 and subsequently posted to AG and prosecuted Tharman under Official Secrets Act who had Cat A clearance as some of the testimony was under camera had applied for police check to migrate. After the case he retired and migrated.

Tan Chee Meng only got 2 scholarships from the PAP lah. He got a Colombo Scholarship, to study at the University of Canterbury for his initial law degree. Then he got a Singapore govt Legal scholarship to study at NUS, which is to say he got nothing. He would have gotten into NUS on his own anyway, and NUS tuition fees in those days not that much. The scholarship was the cheapest the PAP can give out. He might as well not have taken it because of the bond he had to sign. the only significant scholarship he got was to study masters in law at Cambridge, that caused the govt some change.

in fact those days law faculty is dumping ground for those rejected by other courses or dept....... in fact for a couple of years there was NO first class hons............. even Justice Lai Kew Chye got second class hons only

If "defaulting on serving NS", you are referring to Enlistment for full-time NS (under Section 10 of the Enlistment Act), yes, it is not compoundable.
However, before we even talk about enlistment, one has to register for NS first (under Section 4), and then attend a medical examination (under Section 5). These are compoundable.

In the case eatshitndie mentioned, my guess is that the offence was for Registration.
