I find it funny that the English language is being described as an European language here. I consider it a local language, just like the US, Canada, Australia, New Zealand etc. thousands of miles away from England and Europe consider it their local language.
The difference in Singapore is that, English is not considered a native language. However, it was the language of Sir Stamford Raffles who founded Singapore and thereafter localised enough to be used as the unifying language in this multi-racial country even after independence. English for Singapore is by default through history. What else is feasible? Mandarin? You'll get Malays complaining oppression of native minority. Malay? You'll get Chinese complaining of weakness and worthlessness despite being in majority. And so it went with 4 official languages, with Malay being the ceremonial national language (to acknowledge that Malay is the original native language here) and English being the language of government, law and commerce (conveniently with the US taking over as leading world power from the UK, both being English-speaking countries).
