According to an eye-witness, the 46-year-old victim, Ms Zhou Gui Zhu, had an argument with the attacker near a shop along Zhu Lin Road at around 2pm.
The attacker, a mentally unstable 42 year-old Taiwanese man surnamed Ma, is reported to have kicked Ms Zhou's dog for no particular reason.

She suffered injuries to her forehead, face, neck, arms and knees. Some of her wounds are reported to be 10cm long.
Ms Zhou, who holds a Taiwanese resident's permit and is married to a Taiwanese businessman, is currently in the intensive care unit (ICU) at National Taiwan University Hospital.
According to The China Post, Ma is a holder of a moderate mental handicap certificate which is issued by the Taiwan government.
He told police that he kept the knife with him at all times because he suffered from paranoid schizophrenia.
Ma also said that he kicked the dog because a voice in his head told him to kill it.
Ma's family told the authorities that he needs routine medication to contain his illness but has not visited the doctor for some time.
According to The New Paper, Ma has been released on NT$50,000 (S$2,200) bail.
A conflicting report in The China Post mentions that Ma has been sent to the prosecutors office where he will be charged with attempted manslaughter.
