seems there was no rescue by the Philippine Coast Guard and they do not even have a boat to do any rescue.
Philippine Kayaking Association clarifies Batanes expedition news

TUGUEGARAO CITY, Dec. 30 (PIA) -- Valentino L. Camara, President of the Philippine Kayaking Association, has clarified what he claimed as inaccurate news on the KayakAsia Edge of Region Expedition to Batanes last December 10-21, 2010 which came out in The Strait Times of Singapore and in some major broadsheets in the Philippines.
In his letter to the Department of Tourism Region 2, which the latter emailed to PIA 2, Camara clarified that the Philippine Coast Guard did not rescue 11 Singaporeans.
"We are writing you now due to some vital concerns which we have to address so as not to affect the promotions of kayaking and the Philippines as an adventure destination in the international market," he said.
"The expedition group came totally prepared for any exigencies and night paddling, complete with individual GPS and VHF radios as well as satellite phones per team. Two kayakers decided to go back to Sabtang while 4 arrived at 6pm," Camara pointed out.
Camara also wrote that even before their departure, there was a standby boat hired by KayakAsia in the event of any call-outs from any member of the group, such as the case of the three who radioed in at the time a Coast Guard joined in. "If we may add, the Coast Guard does not have a boat," he further said.
In the case of the last two persons who came in led by its Expedition Leader, Cherhuey Sim, Camara explained that they arrived safely in Basco after a 5-hour delay. "A confusion ensued at the time because of a delay in a message transmission which was eventually received the following day," he further explained.
The Philippine Kayaking Association president likewise explained that in any expedition, delays in time, location changes and bearings are expected but there are always contingency plans, which the group had.
Camara said the group understands and appreciates the role of the Coast Guard, but there must be responsible reporting particularly to the media that would erroneously depict the industry partners as ill-equipped and inexperienced and lead to damaged reputations.
Further, Camara has expressed the group’s appreciation to Gov. Vicente Gato and the Provincial Tourism staff for their hospitality and helpfulness.
"Batanes is a beautiful place to kayak and contrary to public knowledge, a safe place for different types of adventure, particularly kayaking. It is a trailblazing adventure that should bring more interest and attention to Batanes not as a typhoon-torn province but an amazing place in the Philippines," Camara said. (PIA 2)
