Are you kidding me? An 11 year old kid can ride a bike on the road you expect him to purchase insurance and sit for a license test?? What if his dad is too poor to pay an insurance premium?
I rode my bike to school and back monday to saturday from sec 2 to sec 4 without a license or insurance.
There can be a family package insurance for everyone....
It has come to pass many road accidents caused by reckless cyclists. This one proven that keep dickhead cyclists off the road.

My dad couldn't afford a car. Daily bus fare would have cost me 40 cents daily x 6 days = $2.40 a week or $9.60 per month. That would have been 10% of my dad's $125 per month salary.
Not all cyclists are riding $20,000 Pinarellos. Many ride because it's the cheapest form of transport.
