Singapore Currency for Sale in Geylang Serai

Uncle was passing by Geylang Serai and Onan Road junction yesterday and came across a big stall manned by PRC selling packets of our currencies in various denominations. No doubt they were all stamped with the word "SPECIMEN" but is this leegal?

Why would anyone buy them at $2 to $5 per packets?

Can we exchange them with RMB? Or maybe play monopoly?
