Budget 2022 statement to be delivered at 3.30pm on Feb 18 by Lawrence Wong​

SINGAPORE - Minister for Finance Lawrence Wong will deliver Singapore's Budget 2022 statement on Feb 18 in Parliament at 3.30pm.

The Straits Times will offer live coverage of the announcements as they are delivered in Parliament. There will also be live radio and television coverage, and a live sign language interpretation of the delivery by the Singapore Association for the Deaf will be provided on Channel 5.

The full Budget statement will be published on the Singapore Budget website after delivery, and real-time updates of key announcements will be available on the Ministry of Finance's (MOF) social media platforms.


Those who would like to receive the full statement through e-mail can sign up at the MOF website by 2pm on Feb 18.

Members of the public who would like to submit their views on Budget 2022 can do so through the Budget website, the Reach website or Reach's social media pages.

Reach, a feedback and engagement unit under the Ministry of Communications and Information, will also hold two virtual Budget conversations - one in English on Feb 24 and one in Mandarin on Feb 26.

The English session will be chaired by Minister in the Prime Minister's Office and Second Minister for Finance and National Development Indranee Rajah while the Mandarin session will be chaired by Minister for Communications and Information and Second Minister for Home Affairs Josephine Teo.

Minister of State for Communications and Information and National Development and chairman of Reach, Mr Tan Kiat How, will be joining both sessions.

Post-Budget dialogues will also be organised by the People's Association and its grassroots organisations to engage residents on Budget 2022 measures. Residents who would like to attend can register their interest here by 2pm on Feb 28.

SINGAPORE - A package that will be rolled out to cushion the impact of the impending goods and services tax (GST) hike is set to cover about 10 times the extra amount some families will spend, said Finance Minister Lawrence Wong on Wednesday (Feb 9).

He was addressing people's concerns that the cost of living may go up with the tax increase, which is needed to raise additional revenue for Singapore's growing healthcare and social needs.

Mr Wong pledged that there will be a comprehensive set of measures that will offset the increase for lower- and middle-income households as well as retirees, including permanent enhancements to the GST Voucher scheme.

His video message comes amid prices rising steadily in Singapore, with core inflation hitting an eight-year high of 2.1 per cent in December, up from 1.6 per cent in November.

As groceries and utilities bills soar, some have raised concerns that the planned GST hike of two percentage points, from 7 per cent to 9 per cent, will drive up prices.

Giving a better idea of how the $6 billion Assurance Package that is meant to offset the increase will work, Mr Wong said that a couple with two children and earning $5,000 a month will receive around $6,500 in benefits under the package.

This works out to about 10 times the extra GST that they will have to pay each year, he added in the video posted to his social media accounts.

Besides these transitional offset measures, the Government will also permanently enhance the GST voucher scheme, introduced in 2012 to offset some of the cash outlays as well as medical and utilities expenses of lower-income Singaporeans, he said.

He added that he would share more details in the Budget statement on Feb 18.

The GST hike was first announced in 2018 and the Government has said that it will have to be implemented by 2025.

Prime Minister Lee Hsien Loong said in his New Year message this year that the Government will have to start "moving" on it, with Singapore's economy recovering from the Covid-19 pandemic.

Reiterating a point made when the GST hike was first announced in 2018, Mr Wong said that it will bring in the additional revenue that Singapore needs to take better care of its elderly and pay for growing healthcare needs.

"Singapore is now at a critical turning point. We are still seeing through the pandemic today. At the same time, we are working hard to build a better Singapore for tomorrow," he added.

"To do so, we will need to invest more in our people and social infrastructure. The GST increase will help generate the revenue we need for this purpose."

Singapore's healthcare expenditure is set to hit $59.1 billion in 2030, up from $20.7 billion in 2018. And the proportion of those aged 65 and older will make up 25 per cent of the population by 2030, up from 17.6 per cent currently.

In the 2020/21 financial year, the Government collected $10.3 billion in GST, accounting for 21 per cent of the Government's tax revenue. It was the largest contributor after corporate income tax at 33 per cent and individual income tax at 26 per cent.

With the two percentage point increase, GST could overtake individual income tax as the second-highest contributor to the coffers.

Mr Wong, who will deliver the Budget statement on Feb 18, said: "When I was growing up, my mother taught me the importance of financial prudence to live within our means and take care of those around us.

"These values continue to guide me, and I'm sure they resonate with many of you."

Enjoyed my visit earlier this week to Speco, a cleaning company specialising in antimicrobial coating technology. A large part of their business transformation journey showcases the transition from a humble social enterprise that offers housekeeping and cleaning services, to having an R&D breakthrough which fuelled their movement towards clean tech.
Speco is inspiring not just because its innovation is useful in a pandemic, but because of how it focuses on its workers. Collaborating with NTUC Singapore under the Company Training Committee (CTC) model, Speco is training its workers in areas like advanced manufacturing and robotics.
This way, Speco's workers get a valuable skills upgrade, creating high value jobs for them, and the business maintains its innovative edge.
I will share more in my Budget speech on how we will further support such tripartite approaches - so both our workers and businesses continue to innovate and transform together.

It’s been 5.5 months since I left and the malicious dogs cottonmouth aka glockman aka Jeremy Quek as per hint by jw5 (and sweetiepie etc) are allowed by Leongsam to smear and insult me slut whore mistress with no consequence. I have to inform Leongsam to delete the posts and sometimes to no avail and i am sick of it. So Leongsam did not follow his deal to get his moderators to remove posts speaking ill of me so here I am carrying out my vow to spam the forum if cottonmouth is allowed to spam in my threads without consequence - which cottonmouth obviously did and was allowed - and he has been allowed in this 5.5 months no need follow his agreement to stop insulting me and continued to smear and insult me whore just yesterday and insulted me have std one day before that and everyday with no consequence.

Another thing to highlight is I realised after I left forum that @strawberry = @kaninabuchaojibye and I already know @nightsafari = @kaninabuchaojibye i.e despicable nightsafari is the strawberry that started the thread Who is Ginfreely sugar daddy and then keep upping it on the pretext of asking about strawberry. No wonder so pretentious always pretending to like my Hokkien threads while stabbing me non stop.

Took the opportunity to convey my New Year greetings virtually to PRC Finance Minister Liu Kun on 初十, day 10 of the Lunar New Year.
I also expressed Singapore’s support for China’s 2022 ASEAN+3 Finance Co-Chairmanship. China and Singapore enjoy substantive and fruitful cooperation in many areas, including finance. We had good exchanges on the impact of Covid-19 and our respective strategies for economic recovery. We also discussed ways to deepen collaboration at the ASEAN+3, ASEAN+3 Macroeconomic Research Office (AMRO) and Asian Infrastructure Investment Bank (AIIB).
I look forward to working closely with Minister Liu to strengthen finance cooperation between our countries, including in the digital and green economy. Hope to meet Minister Liu in-person before long.

This coming Tues marks 80 years since Singapore fell to the Japanese in World War II.
Even after WWII, we have continued to face many crises - including racial riots, SARS and more.
These crises tested us severely, in many different ways. But we also learnt valuable lessons, like the importance of unity, and standing together to face our challenges.
As I put the finishing touches to the national Budget, these lessons are never far from my mind. While we rebuild from the Covid-19 pandemic and put Singapore in a stronger position for the future, I know we can overcome any challenge by continuing to stand in unity, and walking this journey together.
