[Singapore] - 2 Indian nationals convicted, 19 others permanently banned for submitting false qualifications from Manav Bharti University

Two Indian nationals have been convicted for submitting false educational qualifications to the Ministry of Manpower (MOM) in their work pass applications.

On Tuesday (July 27), Bailwal Sunil Dutt was sentenced to one week in jail, and Sutradhar Bijoy got four weeks.

Their work passes have been revoked and they have been permanently barred from working in Singapore, MOM said.

Another work pass holder, Indian national Bhandare Raghavendra, has also been charged for the same offence and is due to appear in court on Aug 5.

MOM added that the three men were among 23 foreigners it investigated. They had declared qualifications from Indian school Manav Bharti University (MBU) in their work pass applications in February this year.

Of the remaining 20 individuals, 19 have also been permanently barred from future employment in Singapore while further investigation is under way for one person.

A spokesman said while MOM conducts checks on qualifications submitted, "it is difficult to detect institutions such as MBU which are approved by the foreign government's authorities and issuing genuine degrees while selling fakes".

"Nevertheless, MOM regularly reviews and strengthens measures to maintain the integrity of our work pass framework," the spokesman added, noting that firm action will be taken against offenders.

Individuals who provide false declarations face a fine of up to $20,000 and up to two years in jail.

In the past five years, MOM said it has detected and permanently barred an average of 660 foreigners a year from working in Singapore for submitting fake educational qualifications in work pass applications.

In the same period, an average of eight foreigners a year were prosecuted for such offences.

Employers have the primary responsibility to ensure that qualifications provided by potential employees are genuine, MOM said in Tuesday's statement.

"Before hiring, the employer should have already evaluated the candidates... to ensure that they have the right skills and qualification for the position they applied for," added MOM.

Of course they will continue with their fraudulent applications as rewards are enormous and getting caught will be very unlikely.

A bizzare case of a PR submitting a forged educational transcript?

On Tuesday (14 Jan), a press release from the Immigration and Checkpoints Authority (ICA) made mention of a Philippine national who was jailed for 7 weeks’ for immigration offences committed. This came after she had produced a fake diploma and transcript to support PR applications for both herself and her daughter.


38 year-old De Luna Noriza Dancel had submitted documents purportedly from the Centro Escolar University to validate PR applications made in 2008 & 2009. Subsequent checks with the university revealed that she did not study there as claimed, and she was therefore arrested by the ICA on 25 October 2017.

ICA said in their press release that they take “a very serious view of persons who provide false information or conceal material facts during their applications for any Singapore immigration facility.”

Not De Luna's first brush with the law

In any case, this does not appear to be her first brush with the law. In 2012, De Luna was charged and fined $50,000 for setting up and running 2 unlicensed employment agencies.

In July 2010 – then described as a PR in the media report - she was issued a licence by the Ministry of Manpower to operate an employment agency, RSD Consultancy & Services. Even though she already had an existing agency license, she proceeded to set up another employment agency – NWCD Consultancy & Services – this time though without a license. NWCD was run by her husband, who was then here on a social visit pass.
