The world works this way. Even if the committee use only 3 million to host this event, there will also be people who say that this money can be used to help the poor.

With or without this event, this 387 million will definitely not be used in helping the poor and needy as stated in GMS's video.

That's quite true if the current PAP stays in power. If GMS managed to win Tampines and had a budget of 387 million, I am sure he would be able to draw up some good plans to help the less fortunate in Tampines. Based on his work with the homeless (he was involved in the earlier TOC work on those forced to camp at the beach), one of his priorities would probably be to help those in rental flats who are on Minister Mah's list to be evicted because they are unable to pay rent.
