Insofar, onLy those privatised HBD estates have that previLidge to have perimeter fencing around their

i dun think its is that expensive...condo have free parking...hdb carpark is not free, so if u cost everything together, the dofference is not that great. It gives residents peace of mind and also value their estate more.
 
Install cameras at all entrances and lift lobbies. Cameras are no expensive. All camera video is official recorded and kept for 2 weeks unless got investigation. Also, all video is fed to residence of the block via their cable TV signal. Maybe Channel 99 or something like that. So at any one moment there might be someone watching! Residents can also record the video.

Loanshark must carry paint, etc Not difficult to piece together the action. Maybe set up a "Do you know this loanshark" website and post all the videos of suspected loansharks.

Today's cameras are smaller and cheaper. If you do in bulk I think can bring it down to $500 per camera installed. You can install 50cameras for under $25000. I think that is enough to cover most entry points.

The 'independent' electoral boundaries committee will never allow it. This will tie their gerrymandering hands - they will find it hard to explain dividing one fenced-up estate into two GRCs just so that they can channel votes to support, say, TCH. As it is, the demanding youths at the pre-U seminar are making life uneasy for TCH.
 
I have seen HDB blocks usually point blocks (single staircase) having gated access.

Many years ago point blocks also experimented with having security guards with each household in the block forking out for the guards.
They will be stationed at the lift lobbies with a desk. I remembered as a kid going around with friends to play pranks on those uncles by stealing their transistor radios when they went on their patrolling rounds.
 
Gated access is the bare minimum. At least it will cut off the poh piah and otah sellers, not to mention loanshark runners. Of course many will argue that if there is a will there is a will. Gated access will not eradicate unsolicited salesmen and loansharks, but at least it forms a deterrent barrier.
 
A good idea but loansharks can easily follow a resident going into a lift. Perhaps a system of cameras + plus gated keycard access would help.

Forget about security guard because that is a monthly expense. Singapore police should do more patrolling instead of pushing the cost of security to residents.

And the implementation of gated access plus cameras should be minimal. The Gov could kick in 60% of the cost while residents pick up the remaining 40% over a 2 year period.
