there is permit parking, and there is free parking. on-street parking has limitations, such as no parking during street cleaning days which usually happen once a week in cities and once a month or once a year in suburbs. in some cities, there are 1-hour to 2-hour free street parking downtown with green signs. in other cities such as san francisco and san jose, free street parking is available after 6 pm. you have to look at the signs. and if there is no sign and no color marking on the curb, it's free. almost all public parking in california have free blue parking spots for the handicapped.

You do not own anything, and never will. Even after full re-payment of loan.

If a person is able to own a car, please explain how Parliament, LTA and TP can make their own rules regarding the car and its usage.

There's a difference between "ownership" and "possession". The person in possession of a piece of property has to obey the rules set by the owner. To put things very crudely, the person driving the vehicle around every day merely does so with permission from the owner.

Have you figured out why the government can legally make up all the rules they want? I hope so.
