<!-- START OF : div id="storytext"-->WITH more retrenchments expected in the coming months, the Ministry of Manpower (MOM) is reviewing its guidelines for employers on how to handle excess manpower.
This includes informing MOM well before a company sends out termination letters so that the Workforce Development Agency can find alternative jobs for affected employees.
Employers can also send workers for NTUC-subsidised skills training courses to better prepare retrenched staff for transition to a new job.
The new guidelines will include more details about flexible wage systems and a shorter work week or temporary layoff schemes that companies can adopt to trim costs, rather than lay off workers.
Employers will also be encouraged to work with their workers' unions to solicit support for any retrenchment plans.
A revised version is expected in the next few weeks, said Acting Minister for Manpower Gan Kim Yong, on the sidelines of a Chinese Development Assistance Council event yesterday.
He said the new guidelines will 'send a clear message to employers on the need to leverage on the tripartite framework' between the Government, employers and workers' unions, so that any retrenchment can be conducted in a 'responsible manner'.

Swee Say, who was at the event, agreed with Mr Gan that retrenchment should be conducted in a 'socially responsible' manner.
On Friday, he chastised the way DBS Bank axed 900 of its staff without first consulting its union.
Still, Mr Lim emphasised that workers must understand that 'losing your job in Singapore is not a no-hope situation'. Citing labour demand in the childcare and service sectors as examples, he said the slowdown over the next two to three years should be viewed 'as an opportunity to upgrade ourselves rather than as a crisis'.
'Over the last three years, we've been running very fast, but there are also areas in our foundation that we have overlooked. Now is the time to focus on these areas.'

He also encouraged those at risk of retrenchment to adapt to career conversion by attending training courses to pick up expertise in fields outside their current ones.
'Don't focus only on looking for the same job and the same pay,' he said.

All these years I have pondered why the words "upgrading skills" were constantly taken as excuses to penalise jobless Singaporean. Spending over 20 years in Singapore education system did not churn out any of its value to the society or company? If we are constantly reminded to upgrade skills than what is the point of studying in MOE schools. What is the point of studying in NUS or polytechnic schools with hefty fees when you are told to "upgrade skills" to become bakers, road sweeper, waiters, operators, security guard, hair dressers,...etc. What is the point of studying so hard when job are given to foreigners deemed cheaper because they get their qualifications cheaper in their own home schools? Is there no other solutions to help jobless singaporean rather than to penalise them due to pap's policies oversight.

This is an convienent used word to brush aside those white scum who are not doing their jobs and still could get their million dollar paycheck


Spending over 20 years in Singapore education system did not churn out any of its value to the society or company? If we are constantly reminded to upgrade skills than what is the point of studying in MOE schools. What is the point of studying in NUS or polytechnic schools with hefty fees when you are told to "upgrade skills" to become bakers, road sweeper, waiters, operators, security guard, hair dressers,...etc. What is the point of studying so hard when job are given to foreigners deemed cheaper because they get their qualifications cheaper in their own home schools?

Sad to say education for them is just another biz that pay good taxes into their coffer. Otherwise why setup so many foreign uni here? Whether you get jobs a not is another matter that can be bother by "another ministry".

Is there no other solutions to help jobless singaporean rather than to penalise them due to pap's policies oversight.

Solution is definitely have, but must be solution that can earn them more $$$ then will be put on table, otherwise why bother?

Anyone wanna bet that the DBS management will be out soon with a big pay package. Remember the previous ang moh John Old that did the restructuring the merging of POSB and DBS. After that he got his million$ and off he go home a happy man.

This is also the same, local management dun not want to do the dirty job of retrenching its own people and got curse for his life. So foreigner ang moh is get in to the this job. And of course he will get reimburse for that.

Spot on!! As the years waned slowly, Singaporean will fully see and understand the cunning side of pappy. First have a foreigner to do the dirty work and the local minister to act noble of feigning "dissappointment". It is indeed the golden period for peasant to open their eyes wide in the coming election. No lose no gain. PAPpee must go at all cost and only than can peasant see profit in this life time.
