What do you expect from students of ITE ?
Since these ITE students aren't any good in their studies, they probably want to develop their bullying skills. Even the low SES wish to look down on others of their level. ITE - It's The End
 
Schools need to teach street rules. It is more effective in reducing bullying.

Rule #1 When you fight, fight fair. 1 on 1 or 3 on 3.

Rule #2 When you don't fight fair, you're a coward.

Rule #3 No outsiders in the fight. No cousins neighbours uncles etc.

Rule #4 When opponent is down, fight stops or you're branded not a gentleman

Rule #5 Fight with hands only. No weapons.

Physical abuse is different from mental abuse and is not tolerable.
Violence is the only way to counter it.
I would advise potential victims of physical abuse to always carry a sharp object for self defence.
 
ITE prepares its students to become PHV drivers and food delivery workers. It's an honest living and definitely better than fighting in the school's stairwell.

No need to complain to parents, MOE, police etc. You're just creating a nation of pussies.

Both physically and emotionally.
They feel more safe in a staircase.
The outside world is depressing to them.

Malay bullies comes in big group. This dispute probably over a girl or class dispute. Or borrowed money never out back. Or spoiled somebody's motorbike.
