Why even allow her to stay in HDB? Her behaviour should immediately disqualify her from HDB eligbility. Her rightful place should be IMH or Changi Resort.

I heard a story from my father's friend years ago that a problematic neighbour had been terrorizing everyone who was staying near him, including a Malay bloke whose wife is Javanese. She went back to her hometown for a week to find a solution to the problem. After that, the problematic neighbour started walking around in a daze and became very quiet. A few weeks later, he jumped down from the 9th floor. His flat was sold the following year and everyone experienced peace and quiet again.

A woman, christened the "neighbour from hell", who allegedly kept making loud noises in her flat, moved from Punggol to Bukit Merah in 2020, and is apparently still causing issues to those around her.
According to Shin Min Daily News, she has continued to cause disturbances to her neighbours in Bukit Merah for a few years now.
One resident called the police numerous times in response, and another eventually moved out.
The woman was apparently the same person who allegedly caused the tenants from six of the eight units on her level in Punggol to move out due to her antics.
Shin Min had reported on the woman back in 2020, after loud noises kept coming from her flat at all times of the day.

Unsuspecting neighbour moved in​

Speaking to Shin Min, Lin, a 55-year-old resident was one of the new neighbours in Bukit Merah to move into the unit next to the "neighbour from hell" at the beginning of 2024.
Shortly after moving in, he found out that his neighbour would make a lot of noise.
He would hear the radio go off loudly while in his room.
"Sometimes, she would start playing it in the evening and would not turn it off until noon the next day," he said.
The woman is also accused of slamming the door hard in the middle of the night, and the loud sound would wake Lin up.
In video and voice recordings Lin shared with Shin Min, music would be heard at 1am, 3am, 4am, 6am and 8am.
Lin said his bedroom, the closest to the neighbour's unit, was most affected.
He bought headphones to block out some noise, but it worsened over a few weeks, forcing him to sleep in the living room.

Alerted police​

Lin told Shin Min that when he bought the flat in Bukit Merah, the previous owner did not share any issues with the neighbour.
However, when Lin shared the issues he has been facing with the previous owner, the previous owner told him that he was deeply affected by the problem and thus sold the flat.
Other neighbours also informed Lin that the "neighbour from hell" used to live in Punggol and allegedly harassed her neighbours there too.
Lin added that he had called the police four times since moving in.
He also asked the woman to keep her volume down, but she said the wall was too thin and had nothing to do with her.
He told Shin Min that his mental health has been affected as he has not been able to rest properly.
"If this continues for a long time, I don't know if I can bear it. Sometimes, I don't even want to stay at home," he said.

Neighbours figured out woman likely culprit​

Zhong, a 62-year-old resident who has been living in Bukit Merah for the past 20 years, said residents were initially baffled about where the loud noises were coming from when it first started.
They figured it out after hearing from one another about what was happening and going online to read past reports about the woman.
It was reported that the Punggol resident had previously blasted music at home, poured oil and porridge on the door of others, and even gone so far as to hang up a pig's ear.
Shin Min reported that Zhong tried to take the woman to court.
However, due to the lack of evidence, the case did not proceed.
Zhong added that he is appealing for information on what to do in such a situation.
