During the Cold War between the USSR & USA, it was common that the KGB & CIA will meet each other face to face one way or another, & each will try to bring each to their side. However, for a democracy like the US CIA & even the DEA that dealt with billionaire drug cartel leaders, a Standard Operating Procedure exists - in that each agent will have to list the entire contact & even $$$ or incentives offered, to his/her Director of Intelligence, to save himself as well as necessary data for intel analysts to analyse & plan for bigger & effective operations to get to the SOURCE of criminals.

Just as criminals will attempt to string the honest along, so too can the honest string the criminal along, for VITAL information. Throw a few bones on the side to make it real, & then get the BIG FISH with recorded evidences, silently & effectively. Once the cover is blown, one would get a new identity & career path, silently given...

Ultimately, only the best, tried & tested, courageous, honest, with proven track record can do such a job for Humanity's side, whom cares not for personal glory or wealth/gratification, but only Humanity's progress & evolution.

Should one had watched the top grossing HK movie Infernal Affairs, the next best HK movie about intelligence gathering & its leadership is Cold War starring Aaron Kwok to have a better understanding on how criminals had evolve & so too MUST Humanity.

In the past, street smart was valued, so too would criminals as they with their ill begotten funds in billions, are able to hire the best & brightest, over time to find Uni grads & PhDs & bring them to the DARKSIDE thru the temptations of life.

Thus, Humanity would have to UP the game, thru recruiting the TRULY best, courageous & brightest amongst Humanity, to protect & save innocent lives.

While it is believed that money rules the world, there are at least the few that believes money is NOT everything, nor personal glory or acclimations. These are the rare few that would make it to the sacred unknown soldier HALLOWED site to rest, in perpetual glory & most critically, a memory that will live forever in his/her beloved generations to come, for progress & evolution of Humanity during his/her lifetime...
