The cops did not explain why the area, was shut properly.
The 4 coloured minority merely exerted that a detour will take a long time as it's a lane and they should have placed a notice at the entrance of that lane which was blocked for a crime investigation..
When police is workimg...they no need to explain

Obstructing, preventing, perverting or defeating course of justice
204A. Whoever does an act that has a tendency to obstruct, prevent, pervert or defeat the course of justice —
(a)knowing that the act is likely to obstruct, prevent, pervert or defeat the course of justice; or
(b)intending to obstruct, prevent, pervert or defeat the course of justice,
shall be guilty of an offence and shall on conviction be punished with imprisonment for a term which may extend to 7 years, or with fine, or with both.
Explanation 1.—A mere warning to a witness that he may be prosecuted for perjury if he gives false evidence is insufficient to constitute an offence.
Explanation 2.—A person sentenced to imprisonment who leaves or attempts to leave Singapore unlawfully to avoid serving that person’s sentence has done an act which has a tendency to obstruct and defeat the course of justice.

After follow-up investigations, officers from the Central Police Division identified and arrested the four men on Sep. 23.

Must have bed instructed by Ridout HQ to arrest these fellow country man with a lower SES status
 
At least they challenged the police in the open. They displayed more courage than those who taunt a damsel in distress while hiding in a rat hole. :)

Four men were arrested on Sep. 23 after they allegedly taunted and used abusive language against police officers outside a crime scene in the early hours of Sep. 22.

The men, aged 32 to 44, will be charged in court tomorrow for allegedly causing public nuisance and using abusive language against police officers, the Singapore Police Force (SPF) said in a press release.

The police said that at about 5:10am on Sep. 22, officers were preserving a murder crime scene along Sam Leong Road when the four men approached the cordoned-off area and attempted to cross it.
Police advised the men to proceed through an alternative route.
However, three of the men allegedly decided to taunt and use abusive language against the officers.
The fourth man supposedly filmed the exchange using his mobile phone.
“Despite the four men’s behaviour, the officers exercised restraint and strived to de-escalate the situation, even as they were trying to manage the ongoing murder investigation,” the police said.
The four men left through an alternative route only after much persuasion, the police added.

Arrested on Sep. 23​


After follow-up investigations, officers from the Central Police Division identified and arrested the four men on Sep. 23.
The police emphasised that they do not tolerate any form of abusive behaviour towards their officers while they are carrying out their duties.
Those found using abusive language against a public servant may face an imprisonment term of up to 12 months, a fine of up to S$5,000, or both.
For public nuisance, an offender may be given an imprisonment term of up to three months, a fine of up to S$2,000, or both.

267C.—(1) This section applies where a person —
(a)utters any words, or makes any sign or visible representation;
(b)places before a person any object;
(c)posts, publishes, distributes, sells or offers for sale any document; or
(d)communicates any electronic record,
containing any incitement to violence, counselling disobedience to the law or to a lawful order of a public servant, or likely to lead to any breach of the peace, and the person does so —
(e)intending for violence, disobedience to the law or such lawful order, or breach of the peace to occur; or
(f)knowing or having reason to believe that violence, disobedience to the law or such lawful order, or breach of the peace, is likely to occur as a result.
(2) This section also applies where a person —
(a)makes, prints or otherwise reproduces, imports, possesses or has under the person’s control any document mentioned in subsection (1), for the purpose of posting, publishing, distributing, selling or offering for sale that document; or
(b)makes any electronic record mentioned in subsection (1) for the purpose of communicating that electronic record,
and the person does so —
(c)intending for violence, disobedience to the law or such lawful order, or breach of the peace to occur by the carrying out of the purpose mentioned in paragraph (a) or (b), as the case may be; or
(d)knowing or having reason to believe that violence, disobedience to the law or such lawful order, or breach of the peace, is likely to occur by the carrying out of that purpose.
(3) The person in subsection (1) or (2) shall be guilty of an offence and shall be punished on conviction with imprisonment for a term which may extend to 5 years, or with fine, or with both.
(4) In subsection (1), “counselling disobedience to the law or to a lawful order of a public servant” includes (but is not limited to) providing instruction, advice or information that promotes disobedience to the law or such order.
 
My suggestion, do less 'patrolling' inside MRT stations to give a false sense of security to the few neurotic paranoid folks out there, and deploy a couple of them to guard a crime scene, which should be cleared up within 24 to 48 hours.
