Most importantly the towards excellent culture has been replaced by third world culture of no pride in job. That is why hawker centre can be handed over in an uncleaned state as per your feedback.

In the past for Spore, at handover we would get the properties in a very cleaned state and even toilet bowls are wrapped in plastic and tied with a ribbon. In third world country, no such concept and at handover you get a dirty property - considered clean to them - toilet bowl no wrapping and even have shit stains.

Of course after that can get them to clean up the property. But it entails alot of additional effort and it is not the same as people who are paid do things right the first time.
