Limit it to home consumption.
Heavy penalties for transgressions.
Public education on downsides of alcohol with very negative stories.

Go the other way.
Since alcohol is legal, make drugs legal.
Mandatory requirement that if you want to take alcohol, you gotta also take some drugs, like mRNA.
