<!-- START OF : div id="storytext"-->A RESHUFFLE of top jobs involving seven people in the Administrative Service was announced by the Public Service Division (PSD) on Tuesday.
It involves the appointment of two new permanent secretaries, a change of portfolio for four others, and the retirement of a veteran.
The changes take effect on Oct 1. Retiring after 34 years of public service is Mr Teo Ming Kian, 57, the Finance Ministry's Permanent Secretary. However, he will be re-employed as adviser in the Finance Ministry and re-appointed Permanent Secretary (National Research and Development) in the Prime Minister's Office (PMO).
The two new faces are Mrs Ow Foong Pheng, 45, and Mr Loh Khum Yean, 44. Mrs Ow, now chief executive of JTC Corporation, will become the Second Permanent Secretary at the Ministry of Trade and Industry (MTI). She will be replaced at JTC by Mr Manohar Khiatani, the current deputy managing director of the Economic Development Board (EDB).
Mr Loh is moving up to the Ministry of Manpower (MOM) from his current post as Deputy Secretary (Industry) at MTI. He will replace Mr Leo Yip, 45, who will become the EDB's full-time chairman, a post he has held since July.
Mr Teo's retirement and the appointment of new permanent secretaries are part of the leadership renewal process in the service, said Mr Han Neng Hsiu, the PSD's director of leadership development.
Besides Mr Yip, the three other permanent secretaries with new portfolios are Mr Ravi Menon, 45, Mr Peter Ong, 48, and Ms Chan Lai Fung, 45.
Mr Menon, currently the MTI's Second Permanent Secretary, will become its Permanent Secretary. He replaces Mr Ong, who will leave the MTI and move to the Finance Ministry, where he is now the Second Permanent Secretary. From next month, Mr Ong will be its Permanent Secretary.
Another change at the Finance Ministry is the appointment of Ms Chan as its Permanent Secretary (Finance Performance). She will continue to be the Law Ministry's Permanent Secretary.
