Got nothing to do with creative accounting or accounting per se. You guys are highly imaginative.
The question is whether the Jobs Credit Scheme will work or be effective.
Here are the pros;
1) It does lower costs for employers who have S'porean or PR staff who contribute to CPF
2) Because of the CPF condition, all other workers are no longer attractive or cost effective such as employment pass, work permit etc. Tendency is get more Sporean or PR to take advantage of the scheme
The Cons;
1) Its a shotgun approach as highly profitable companies and markets with high margins and generally recession proof will also benefit
2) The general cost environment is high particularly in rentals, transport charges such as ERP, Port Fees where the govt is a major stakeholder. The Jobs Credit Scheme gives the impression that this will alone will save jobs.
3) It does nothing nor is there a clear policy or plan for those that actually gets retrenched and cannot be employed. Which is the fundamental issue. These are people who paid taxes in the past and help build the country's infrastructure. What is the plan? - forget them. Go beg the town council.
For the economy and for both the employers/employees in general, the fundamental issue is sustaining demand to keep and generate jobs. If there is no demand, even if Jobs credit scheme gives a 99% rebate, no employer will retain staff.
Measures to generate or maintain demand needs to be clearly addressed.
Extraordinary times calls for extraordinary measures. Put money into pockets of those that are retrenched so that it flows back into the system where our neighbourhoood markets and essential consumer services can be sustained.
You can run a country for 50 years (1959 to 2009) yet the fucking old man has yet to build a social security system to weather an extradordinary storm.
There is no glory when your citizens have to beg the local town councils for help as nothing is in black and white to indicate what privileges or emergency help is available.
How about paying up the market value rentals for the Istana for the last 50 years. That alone can provide a safety net for least 5 years.
Look at the "poor white trash" in Oz. At least they have a targetted approach to save the economy. Not to forget the legendary safety net where no man, woman or child will go hungry.
