There is no solid prove that could convince any one offered by Hong Kan Seng that Mas Selamat is any real threat to Singaporean people. He is only a political threat which EXPOSED PAP INCOMPETENCE. He is detained only for political reason.

Mas Selamat poses 'real threat'

THE threat posed by Mas Selamat Kastari, leader of the Singapore Jemaah Islamiah (JI) terrorist network, remains 'real and significant,' even after he has been recaptured and is in Singapore custody, said Deputy Prime Minister and Home Affairs Minister Wong Kan Seng on Monday.

Even while he was on the run after bolting from detention at the Whitley Road centre on Feb 27, 2008, the fugitive was determined to retaliate and planned attacks against Singapore , after an earlier plot was thwarted, Mr Wong told Parliament.

'Having been trained in Afghanistan, he has the operational competencies to stage a terrorist attack if given time and opportunity. His determination to do so remains unchanged. This is why Mas Selamat has to be held in preventive detention,' said Mr Wong, replying to questions from MPs after he updated the House on how the terrorist leader planned and made his escape.

Is the threat lower now and is Singapore safer now that he is back in detention, asked MP for Holland-Bukit Timah GRC, Mr Christopher De Douza .

Replying, Mr Wong said: 'Holding Mas Selamat in preventive detention means that there is just one threat less but there are others out there in the region.'

He cited the situation in Indonesia where despite the killing of major terrorist figures like Azahari Husin and Noordin Top, the terrorist activities there have not declined.

'The ongoing counter-terrorism operations in Indonesia bears this out. Singapore's security cannot be divorced from the security situation in our region and beyond. We are an open economy and society. The reality is that the current terrorist threat has proven to be a resilient one.

'Terrorist elements have adapted and evolved...even as the security action by the states are stepped up against them. So the threat remains real and significant.'

Asked by Mr Hri Kumar Nair, MP for Bishan-Toa Payoh GRC, if Mas Selamat had outside help in his jailbreak, Mr Wong said he was unable to comment as investigations into this are still ongoing.

To opposition member Low Thia Khiang's question on the lessons learnt from the escape, Mr Wong said security at the Whitley Road Detention Centre had been beefed up in the last two years following the Committee of Inquiry's recommendations, and the ISD has looked into various possibilities of how any detainee, not just Mas Selamat, could escape from the WRDC.

'Right now besides the tighter procedural measures that were immediately implemented after the escape, significant physical security works were also carried out to address the key infrastructural weaknesses that directly contributed to the escape,' added Mr Wong.

Mas Selamat held at highest level

MAS Selamat Kastar is being detained at the highest risk category - the red level - which restricts his movements more than the other detainees in two lower categories.

He is heavily shackled when he moves around in his cell and is being watched and escorted by more Gurkha guards to 'ensure that whatever measures or acts that he plans to have will not succeed,' said Deputy Prime Minister and Home Affairs Minister Wong Kan Seng in Parliament on Monday, replying to questions from MPs.

He added that security measures at the Whitley Road Detention Centre where he escaped on Feb 27, 2008, have been strengthened, and the procedural and infrastructural measures have also been audited by the Prisons Department.

Besides an annual inspection by the Prisons Department, detainees at WRDC are now classified into three different categories, based on the level of risk they posed.

A new purpose-built detention centre will also be built in the Changi Prison grounds, which is due to be completed in four to five years.

A team of investigators from the Criminal Investigation Department (CID) is questioning Mas Selamat on his escape from the WRDC, while another team from ISD is investigating the case from a security or counter-terrorism angle, said Mr Wong.

This includes both determining the terrorist attack plans that had surfaced in investigations by the Malaysian security agencies and identifying the residual elements of the JI network, whether Singaporeans or others, with whom Mas Selamat had made contact and sought to regroup and collaborate to develop such plans.

Mas Selamat 'unreliable' on escape details

INVESTIGATIONS are still ongoing to determine how terrorist leader Mas Selamat Kastari managed to escape undetected from the Whitley Road Detention Centre (WRDC) to Malaysia, said Deputy Prime Minister Wong Kan Seng in Parliament yesterday.

Mas Selamat, 49, the leader of the Singapore Jemaah Islamiah (JI) network, "has not given a completely reliable account" of how he evaded being discovered even as a nationwide manhunt was launched to find him, as well as how he made his way to Malaysia, said Mr Wong.

The minister said that he will share the findings when investigations can determine conclusively how he fled the country.

"As this is...still under active investigation, I'm not able to share any details at this stage, other than to say that investigators are not closing any option... (and they) are not taking anything for granted in this case," he said, adding that it has been a "difficult and challenging investigation".

Mr Wong said that a team of officers from the Criminal Investigation Department had been assigned to question Mas Selamat on his escape from WRDC, while another team of Internal Security Department (ISD) investigators and analysts is investigating plans for terror attacks that surfaced during investigations by Malaysian security agencies.

The team is also trying to identify the residual elements of the JI network - whether Singaporeans or not - with whom Mas Selamat had made contact, and who he sought to regroup and collaborate with to develop such plans, he said.

Asked by Mr Hri Kumar Nair, MP of Bishan-Toa Payoh GRC, whether Mas Selamat's escape was aided by anyone, Mr Wong said that he was unable to comment as investigations are not yet complete.

"Investigators are keeping an open mind and will pursue all angles," he said, adding that the duration of investigations will depend on how cooperative the terrorist leader is, and the veracity of his disclosures.

As to how he managed to get to Malaysia, the minister said that Singapore is an island and that it is "not possible to seal off every entry or exit point, whether these are ICA checkpoints or simply our shores".

He also said that the terrorist disclosed some details of how he escaped from the detention centre, consistent with findings of the Committee of Inquiry made public 2 1/2 years ago.

Mas Selamat had also revealed additional details, such as how he donned two layers of civilian clothing over his uniform while preparing for his weekly family visit on the day of his escape.

He also revealed that he threw the outer layer of his clothes away after he had escaped to evade recognition by guards, said Mr Wong.

Mas Selamat escaped on Feb 27, 2008, sparking a massive manhunt. He was captured in Johor on April 1 last year. After his capture, Mr Wong revealed that the terrorist leader swam across the Straits of Johor using an "improvised flotation device".

He was handed over to the ISD on Sept 24 this year after being detained in Malaysia, and is detained here under the Internal Security Act.

Mr Wong stressed that the threat posed by the terror detainee "remains consistent".

Following a security operation against the JI in 2001, Mas Selamat was determined to retaliate.

He planned attacks against Singapore even while he was on the run, explained the minister.

"Having been trained in Afghanistan, he has the operational competencies to stage a terrorist attack, given time and opportunity. His determination to do so remains unchanged," he said.

Mr Wong added that Singapore has been, and will continue to, remain a target for the JI terror network.

"The continuing discoveries of new plots and their disruption by the security forces from the region tell us that the terrorist network is very much alive and resilient," he said.
