On Saturday 22 February 2014, over 600 residents and friends of Punggol East SMC gathered together to celebrate the first Lunar New Year dinner organised by the Punggol East Constituency Committee. Apart from MP for Punggol East Lee Li Lian, the other invited guests included fellow WP MPs Low Thia Khiang, Mohd Faisal bin Abdul Manap, Pritam Singh. Png Eng Huat, and NCMPs Yee Jenn Jong and Gerald Giam.

Guests were treated to a sumptuous 9 course dinner including the traditional lo hei which everyone tossed with gusto. On stage various items were performed while attractive lucky draw prizes were given out.

The highlight of the evening was the "Bian Lian" or Face Changing performance which dazzled everyone, young and old alike. The performer even went down to mingle with the guests and allowed them to see him changing faces right in front of them.

It was a fun night for all who attended, and we look forward to seeing everyone again at next year's Lunar New Year dinner!

"Calls for mandatory parental leave have also been heard in this House. On 12 Nov 2013, at the second reading of the Employment, Parental Leave, and Other Measures Bill, members of the house asked the government to consider making eldercare leave mandatory across the board.

In response Minister Tan Chuan-Jin said that while he encouraged support for elderly parents, the Ministry was “mindful that we should allow businesses to adjust and we do not have plans to legislate any family leave schemes at this present stage.”

Making such leave mandatory is reasonable since many of our elderly parents visit the hospitals or clinics very often for checkups. Hence I would like to urge the Ministry to make it mandatory for all private companies to offer Singaporean employees parent care leave. In order to prevent abuse, supporting materials such as hospital receipts, and letters from doctors or physiotherapists may be submitted to employers." - MP Lee Li Lian (李丽连)

The first session of 'Tea with Li Lian' for 2014 was held this afternoon at Blk 192. Residents came early to get themselves a seat and also took the opportunity to mingle with neighbours. Over food and drinks, Li Lian mingled around with the residents and provided highlights of the recently announced Pioneer Generation Package and at the same time, took residents' feedback of the estate.

"Madam, in last year COS, I brought up the question of whether a $10,000 fine imposed on our operators for failing to meet IDA QoS standards is sufficient to provide the push for operators to invest in the improvement of their network infrastructure. I am glad to note that there had been more appropriate penalties levied on operators for failing to meet operational expectations.

On 24th Jan 2014, M1 was fined again for failing to meet the new standard for outdoor 3G coverage. M1 spokesman said that “We note that M1′s network delivered the best call quality, with the highest call success rate and the lowest call drop rate.” Instead of relying on 2 simple metrics, IDA should consider redefining how call quality is determined." - MP Lee Li Lian (李丽连)

However in the IDA’s QoS standards and performance results, there have not been any tests done, monitored or published for this availability of radio channels. Hence, I would like to find out how did IDA arrive at this conclusion.

[/URL]"Madam, residents in new estates like Sengkang and Punggol face a lot of inconvenience in accessing basic amenities like barbers, markets, clinics, and food centres. This takes a toll especially on elderly residents and families with young children. I wish to focus this cut on accessibility of food centres in new estates.

In 2012, the Recommendation Report of the Hawker Centre Panel stated:

“Besides providing a source of affordable food for the community, hawker centres have become part of the social landscape, being community spaces where residents from all walks of life could freely interact. They are a unique feature of Singapore’s urban landscape and help engender a sense of belonging to Singapore.”

I have 4 questions for the Minister:

1. What factors does the government take into account in assessing where new hawker centres are to be built?

2. To what extent does the government take into account the number of hawker centres per population within a locality as a deciding factor for building a hawker centre?

3. What measures have been taken to ensure that residents of non-mature estates are not disadvantaged compared to residents of mature estates when it comes to nearby access to affordable cooked food?
