To wish Punggol East residents a prosperous Year of the Snake on the auspicious 8th day of Chinese New Year, MP Lee Li Lian visited Rivervale Plaza Market and Shopping Centre to bai nian (拜年) to residents and shopkeepers along with a special guest.

The visit started on the most pleasant note. It was a cool morning with a light drizzle when Li Lian met with volunteers at the void deck of Block 115 Rivervale Walk. A group of senior citizens who were in the void deck greeted us warmly and provided us with an old mahjong table to sort out the oranges into cloth bags for easier carrying. While we waited for the special guest to arrive, Li Lian greeted and spoke to residents walking to and from the market.

The special guest finally arrived, dressed in a traditional red Chinese attire complete with a golden wusha (乌纱) hat and a bag of gold chocolate coins. Along with Cai Shen Ye (财神爷), Li Lian and volunteers proceeded to the market to bai nian.

It was quite an experience to snake through the narrow aisles of the market with Li Lian and Cai Shen Ye. The two shook hands with cheery residents who forgot for a moment their competition for the greenest bouquet of broccoli or the freshest catch of fish. Li Lian greeted the stall-owners and workers with oranges and well wishes for their business. Though the greetings were for the Chinese New Year, Malay, Indian and Eurasian residents very happily accepted and returned the well wishes to both Li Lian and Cai Shen Ye. The festive mood knew no racial boundaries.

We continued the visit upstairs in the shops and food courts, going from table to table to greet residents having their breakfast and early lunch. It was most gratifying to see many residents walking up to Li Lian to greet and welcome her. Many also took the opportunity to speak to Li Lian about various problems and issues, from lift maintenance and renovations works at Rivervale Plaza, to the lack of childcare centres. He came up to me when I arrived shortly and handed them to me. On the other side of the card, he wrote his name and his message, 'I will join the WP and vote for you when I grow up.'

As reflected in the card from the Primary 5 student, it is reasonable to expect a 10 or 11 year old to be able to spell Workers' Party correctly.
I thought Singapore prides itself on its education system.

What are PQs?
Members may raise a query to any Minister on any matter in his/her portfolio. 7 clear days notice is required for all questions. A Member can file questions for either oral or written replies.

Parliament will start from 12pm this week and 11am from 11th to 15th March 2013.

Delivered my first Budget speech yesterday, focused on areas on how we can distribute the role of care giving to build stronger and sustainable families.


A little background on the Budget:

What is the Budget?
Every year the Government presents a Budget Statement in Parliament detailing the amount of money it expects to receive in the coming year, and how it intends to raise and spend the money. The Budget Statement is usually presented by the Minister of Finance in February or March of each year. Members of Parliament (MP) will speak in response to the Budget Statement in the Budget debates.


What happens after that?
The Parliament will resolve into a Committee of Supply (COS), comprising of all MPs, to consider the business of Supply. The Committee usually sits for seven days or more in March to deal with the estimates of expenditure for the coming financial year.

The Committee considers each ministry’s request for funds and votes on it. The debate for each ministry begins with an MP proposing a nominal cut of $100 to the ministry's estimates. By moving a cut, a Member gets a “peg” to debate on the policies and details of programmes of that ministry. MPs can then speak on what are known as "COS cuts", short speeches focusing on topics related to each ministry, and they are also known as “Grievance Debates” as MPs take this opportunity to raise their disagreements and complaints against the various ministries’ programmes. Each MP can file cuts with as many ministries as they wish to, subject to an allocated total length of time for their cuts. Elected WP MPs are each allocated a total of 20 minutes, and NCMPs are each allocated a total of 18 minutes.

After the Committee has voted on the estimates, it reports its decision to Parliament which will then debate and vote on the Supply Bill. After the Bill is assented to by the President, the Supply Act authorises the Government to withdraw monies from the Consolidated and Development Funds to meet its expenditure as contained in the approved estimates.

"The Minister has said that once the HDB clears the backlog of first-timer married couples with children, the HDB can extend the PPS to married couples without children. Will this mean that all first-timer married couples—with or without children—will be allocated 30% of BTO flats and 50% of SBF flats, or will married couples without children have a separate allocation? Day 2 of COS Cuts ended at approximately 7.30 pm.

How are COS Cuts delivered?

Members are scheduled to deliver their cuts according to the seniority of the Ministry. The Minister in charge can respond to these cuts along the way or at the end of all the cuts for that Ministry.

After the Minister wrapped up his/ her responses, Members are given time to make clarifications, if any. After all clarifications are made, the cut for that Ministry is considered done and the house move on to the next Ministry and the cycle starts all over again.

By order of Seniority, we started with Prime Minister's Office (PMO) on 7th March 2013. COS will continue next week from 11 am.

I have delivered 3 Cuts by day 2 of COS; 2 for PMO and 1 for MCI.

"Minister S Iswaran told Parliament on 5 March 2013 that there were 11,736 foreign spouses of Singapore citizens who were on LTVP and LTVP Plus.

11,736 may not appear to be a huge number compared to our total population. However we should not look at it as just 11,000 individuals, but 11,000 families or families to be. [...]

Minister Khaw Boon Wan said on 2 March 2012 that he was mulling over how to help groups faced with special circumstances, and he specifically mentioned foreign spouses. He said that he has not forgotten these groups.

I hope that the Minister has started to think deeply about this issue and can share with us, from the appeals that HDB receives, under what conditions or criteria has the HDB granted a rental flat to a Singapore citizen with a foreign spouse? "The disabled community has been calling for concessions for over 13 years to no avail.

I hope that the concession to be given to the disabled will be significant and will ease the financial burden on this group of individuals who tend to have lower incomes and higher expenses due to their disabilities.
