Say the average valuation of a three room flat in Tampines is $260,000 and a COV of $10,000. Now a property agent shows you a 2nd floor 3 room flat with immediate minority neighbouring from two races with junk and clothes drying along the corridor and nearby a coffeeshop polluting the air non stop and gives you the same prevailing valuation as calculated by an "endorsed HDB property valuation agency". You tell me who sets the price?

PR is not eligible to buy NEW flats from HDB, but PR can buy RESALE flats in the open market lar.
