LONDON (REUTERS) - Queen Elizabeth and other senior British royals are trying to thrash out a plan for Prince Harry and his American wife Meghan after a shock announcement that they will step back from their royal roles and spend much of their time in North America.

The couple blindsided the Queen and the other Windsors on Wednesday when they said they wanted to lead a more independent life
, which they hoped to finance themselves – a move that one royal source said had hurt and disappointed the family.

Neither Queen Elizabeth, who has devoted her life to public duty since succeeding her father in 1952, nor Prince Charles - Harry’s father and heir to the throne – had been consulted on the announcement, made on Instagram.

“We have chosen to make a transition this year in starting to carve out a progressive new role within this institution,”the statement read.

“We intend to step back as ‘senior’ members of the Royal Family, and work to become financially independent.”

The couple – formally the Duke and Duchess of Sussex – said they had been reflecting for months, and would split their time between Britain and North America to allow them and their baby son the space they needed.

Buckingham Palace was taken aback, saying there had been only preliminary discussions about the couple’s future.

But another royal source said on Thursday (Jan 9) that the Queen, Charles, and Harry’s elder brother Prince William had told senior officials to work, with governments, to help the couple come up with “workable solutions” for the couple, preferably within days, not weeks.

‘HALF-ROYAL’
It is not immediately clear how Harry, 35 and sixth in line to the throne, and Meghan, 38, will become what royal biographers said was effectively “half-royal”, and who will pay for their transatlantic lifestyles.

No senior royal made any immediate public comment on the decision, but British popular newspapers said Charles and William had been furious.

Harry has long been angry at the treatment he and his wife have received from the “tabloids”, and in his announcement said they would reduce media access to their engagements.

“What really annoys me,” said Arthur Edwards, veteran photographer for the Sun tabloid, “is that you can’t really have your cake and eat it. You can’t one minute be in America or Canada, next minute be in London.

“You know, you are either a member of the royal family or you’re not.”

Daily Mirror royal editor Russell Myers said Harry and Meghan might fall out with the rest of the family: “There will be certain repercussions, I imagine, for everyone involved.”

Prince Charles, for his part, has long sought to slim down the number of senior royals in the public spotlight.

But the haste of the decision raises questions for a family that, in Elizabeth’s words, has had a “quite bumpy” year – not least because of her son Prince Andrew’s decision to step back due to his relationship with the wealthy convicted US sex offender Jeffrey Epstein.

Royal commentators drew parallels with the abdication of King Edward VIII, who gave up the throne in 1936 to marry Wallis Simpson – like Meghan, an American divorcee – and lived out his life in France.

Opponents of the monarchy were scathing.

“Taxpayers will rightly ask who will be funding their overseas lifestyle, their extra security and trips back and forth between here and North America,” said Graham Smith, head of the campaign group Republic, which wants to abolish the monarchy.

Meghan, who acted in the TV legal drama Suits, could return to acting in the United States, though it is unclear how the Palace would view that.

“Perhaps she’d have to be careful about what roles she’d do because she is a member of the royal family – so she couldn’t do too many racy sex scenes, for instance,” said royal biographer Penny Junor.

Harry and Meghan married in May 2018 in a lavish but lively ceremony in Windsor Castle that was heralded at the time as a sign of a more modern monarchy.

Yet their relationship with the media turned sour as they struggled to deal with the intense scrutiny it brought.

Harry, who has never hidden his discomfort with his royal role, and his brother bitterly remember how the press hounded their mother, Princess Diana, who died in a car crash in Paris in 1997 while being chased by paparazzi.

Newspapers have criticised Harry and Meghan’s use of private jets while promoting environmental causes, and the 2.4 million pound taxpayer-funded renovation of their home.

In October, the couple began legal action against some tabloid newspapers in October over historic phone-hacking and invasion of privacy.

Harry described the treatment of his wife as “bullying”, and likened it to that of his mother.

While Charles has long been reported as wanting to slim down the royal family, Andrew's scandal is believed to have accelerated his plans, reports The Daily Star.

Details were said to be spoken about with when the Prince of Wales met his father Prince Philip at Sandringham last week where the pair are believed also to have discussed the Queen's 'retirement' in the next 18 months, according to Daily Mail.

If this happens, Charles could take on a Prince Regent role, which would see him taking over family affairs and the handling of day-to-day business from his mother, 93.

Charles' decision also comes as the UK's Labour Party leader Jeremy Corbyn spoke out to say he thinks the royal family is too big.

Speaking to Sky News he said: "I do think the question of the size of the family and all that they do, but I do think the public as a whole would want to see those kind of changes and the debate around the behaviour of Prince Andrew has actually brought that to the fore."

As the senior Royal family thrashes out a plan for Prince Harry and Meghan's future, many questions remain over the couple's decision to "step back" from their roles.
Perhaps one of the biggest unknowns is how the couple plan to become "financially independent" from the Crown.
In a statement on their website shortly after the Duke and Duchess of Sussex announced their decision, the couple sought to clarify some of the ambiguity around their funding arrangements.
We've had a look at exactly how the couple is funded and how they could potentially support themselves going forward.
Where do Prince Harry and Meghan get their money?

At the moment, the couple say they are largely funded by Prince Harry's father, Prince Charles, through income from his Duchy of Cornwall estate.
On their website, the couple said an estimated 95 per cent of their income came from the Prince of Wales, who also pays for the public duties of the Duke and Duchess of Cambridge.
If you're wondering how exactly Prince Charles can afford to fund his children, it's because the Duchy of Cornwall estate is a portfolio of agricultural, commercial and residential property and financial investments.
The idea behind it was to support the heir to the throne and put simply, it earns a lot of money.
How much, you might ask? Last year alone, it brought in 21.6 million pounds ($40 million).
Of that, funding for the activities of the Duke and Duchess of Sussex and the Duke and Duchess of Cambridge (as well as other expenditure) totalled more than 5 million pounds.
It's not clear if the Duke and Duchess of Sussex plan to continue to access these funds.
What about the other 5 per cent?

However, the Duke and Duchess have addressed where the other 5 per cent of their income comes from: British taxpayer support through the Sovereign Grant.
The couple have said they plan to cut ties with the grant, which is money paid from the Government to the Royal family to cover expenses for official duties and the maintenance of the Royal palaces.
The grant is funded by profits from the Crown Estate, which are commercial properties owned by the British monarchy.
Last year, it was announced that the Sovereign Grant for 2020-21 will be 85.9 million pounds and is normally a set amount each financial year.
So, Prince Harry and Meghan's decision to be financially independent doesn't necessarily mean they are saving public money.

The Duke inherited an estimated 7 million pounds ($13 million) from his late mother, Princess Diana, as well as money from his great-grandmother.
It is not known how much this inheritance is worth.
He also received an estimated 50,000-pound annual salary as a helicopter pilot for the Army Air Corps.

Meghan also has money from a successful acting career, which saw her reportedly paid $US50,000 ($71,000) per episode of Suits.

They also plan to use Frogmore Cottage as their primary residence in the UK, but are waiting to get approval from the Queen.
So, how do they plan to be 'financially independent'?
On their website the couple said their decision to reject the Sovereign Grant means they will be "members of the Royal family with financial independence".
Royal biographer and commentator Christopher Warwick told the ABC's AM program, "there is no such thing as a poor member of the Royal family" and so "they ought to have enough to be able to fund themselves".
Some experts have already begun speculating the couple might turn to writing books, performing speaking engagements and even social media endorsements as sources of income.
David McClure, author of a book on royal finances, told the BBC there has also "been talk about Harry and Meghan doing a deal with Oprah Winfrey".
But other commentators have questioned whether the royal couple have misunderstood their true cost to the country, arguing their statement doesn't appear to cover some of the expenditures embedded in Royal life, such as security.
The couple did say that as "internationally protected people," they are required to have their security provided by the Metropolitan Police. It is not clear what those costs are.
Security experts say Canadian taxpayers could also be on the hook for millions of dollars a year in security expenses if the couple move there, even part-time.
Can they have jobs and earn their own income?

The Duke and Duchess have argued that as senior Royals, they are not allowed to earn an income.
Their hope in stepping back is that they will be able to get full-time jobs like other members of the Royal family, who have had mixed success finding employment.
As a junior Royal member and not a "working royal", Princess Beatrice has been able to work in business and is currently employed at software company Afiniti.
Princess Eugenie also works, primarily in the art industry as a sales and exhibitions director at Hauser and Wirth gallery.
Other Royals, however, have struggled to get ongoing work — including Prince Edward whose TV production company collapsed in 2010.
Royal commentator Victoria Arbiter told the ABC's PM program that their Royal Highness (HRH) status will give them "some constraints" going forward.
"Being HRH they'll have to be very careful … about the types of organisations they sponsor or endorse," Ms Arbiter said.
"It'll be interesting to see how they choose to proceed because they can't be seen to be commercialising the institution of monarchy either."
That said the couple have filed to trademark the name Sussex Royal and The Foundation of the Duke and Duchess of Sussex in June last year.
The trade mark application covers a wide range of goods and services from books to clothing and educational and charitable campaigns.
As for the couple's current plans, they have revealed they intend to launch a new "charitable entity".

Harry should have married a princess from another country which would have forged stronger alliances and ensured his relevance. Beside ang mor royalty he could have married thai or jap ones. Just avoid the mudslimes if not he will really loose his titles. His biggest mistake was marrying Meghan. She is unsuited for the role n not really popular.
