I refer to the article “MOM tightens criteria for premium employment passes” (Channel NewsAsia, Nov 7).


It states that “Starting next month, foreign professionals applying for a personalised employment pass (PEP) – which among other things, allows them to stay here continuously for six months while being unemployed – will have to meet more stringent criteria that includes a minimum annual fixed salary of S$144,000, up four-fold from the existing S$34,000 a year.


The validity of PEPs – which are non-renewable – will also be reduced from five years to three years.


The new criteria was put up recently on the Ministry of Manpower’s (MOM) website. The MOM said that the changes ensure that the PEP “remains a premium pass for top-tier foreign talent working in Singapore and is in line with recent moves to raise the quality of Employment Pass holders”.
I would like to applaud the MOM for further tightening the foreign labour policy.


$34,000 – “a premium pass for top-tier foreign talent”


However, I would like to take issue with creating and letting in this category of foreign workers all these years – How can a yearly salary of just $34,000 be called “a premium pass for top-tier foreign talent”? This monthly salary of just $2,615 is only about what a fresh graduate from the three local universities earn when they graduate.


Cheaper, better, faster than PMETs?


So, is it any wonder that so many Singaporean Professionals, Managers, Engineers and Technicians (PMETs) have been struggling competing against such “low-pay premium foreign talents”, who may be more experienced and qualified. but willing to work for relatively much lower pay?


Work for even lower pay?


As to “Those who are not eligible under the revised PEP criteria can continue to work and live in Singapore on an Employment Pass or S Pass, subject to the prevailing assessment criteria,” she (MOM spokesman) added”, this may lead to even fiercer competition with Singaporeans, as some may accept as little as $2,000 under the S-Pass in order to remain in Singapore.


Consequently, it may become even harder for Singaporean PMETs to compete in a slowing economy.


Jobs that we want?


I find some of new foreign labour policy and changes to be quite illogical. For example, why are we refusing to renew work permits when they expire (whilst letting in new permits in the same jobs at perhaps lower pay), in very low-pay jobs which most Singaporeans do not want, and yet at the same time allow “premium foreign talent” to stay for as little as $2,000 pay and take away jobs that most Singaporeans want?


Playing field worsen?


With regard to “The changes could come at a time when there is greater clamour for a PEP, he noted. “The fact that foreigners have to leave the country within a month of their Employment Pass ceasing, encourages a lot of people to apply for PEPs, particularly in the currently uncertain outlook,” Mr Hides added”, this may make the playing field even more unlevel against Singaporeans, as most employers may prefer to employ foreigners because they are stuck under the typical two-year contract with the same employer.


In this connection, the irony may perhaps be that PEPs being able to change employers, may actually make the playing field more level vis-a-vis Singaporeans, relative to Employment Pass holders.


Accept lower pay to stay in Singapore?


If you are an unemployed or under-employed PMET, I think you may face even harder times going forward, as some of the current 12,000 PEPs may be willing to and under pressure to work for lesser pay in order to remain in Singapore under an Employment Pass or S-Pass, as the 31 December, 2014 deadline approaches for them to qualify under PEP at an annual salary of $144,000 against the current $34,000.


In a sense, it is likely that the pressure for current PEPs to accept a much lower paying job may increase once the 31 December, 2014 passes, as they would then have only six months left to get a job to remain in Singapore.


Foreigners downgrading?


If we allow foreigners to downgrade from PEP to E-Pass to S-Pass or for that matter if it is allowed to Work Permit in order to continue to stay in Singapore, we may be making things worse for Singaporeans, particularly PMETs, as they may simply end up being willing to work for lesser pay.

Question
is, why a sudden jump to such an inauspicious pay of $144K? Ah.. It is to
increase the pay of current FTs under PEPs. (all currently earning $80K and
above will suddenly find themselves getting a huge pay rise!)

They refuse to renew work permits so that new workers will come in and
continue the low pay cycle.

What’t the effect? Rich FTS get richer, business costs are kept low and the
low paid workers continue to suffer because the competition for low wage jobs
just got worse!

I give up on this uncaring govt. I just cannot understand why so many
Singaporeans still put up with all their crap.

Wahlau, that is one big cheapskate lobang for these so called professionals to snatch a job away from young Singaporean. And they are given 5 long years to pick and choose.

Essentially anyone above the cut of Timbuktu can come over. Bloody hell!

PAP hates young singaporeans. they are more likely to vote opposition than their parents. why take care of those ungrateful bastards? might as well give the jobs to FT who will fuck off after 10-20 years and not become a liability to the nation (as a retiree)

Nothing of the sort. Don't think companies are stupid, pay high salaries just to LL bring in FTs. FTs earning those high salaries have all along been there brought in by MNCs from home countries to manage their business here. This new amendment tries to reduce those old folks who tag on to the employed FTs. The amendment, however, does little to limit those who are flooding the job market, only to discourage those earning less than $3000 pm from setting roots here long term.

At the 2006 general election, Gan moved to the Chua Chu Kang Single Member Constituency (Chua Chu Kang SMC) and defeated Steve Chia of the Singapore Democratic Alliance (SDA), winning 60.37% of the votes.

In 2008, Gan was made the Acting Minister for Manpower. He was made a full member of the Cabinet in 2009.

At the 2011 general election, Gan was part of the 5-candidate PAP team standing in the newly-formed Chua Chu Kang Group Representation Constituency (into which his former ward was subsumed). The team won the election in the constituency with 61.20% of the votes. Gan continues to represent Chua Chu Kang SMC in Parliament.

Following the general election, Gan was appointed the Minister for Health.
 
What's wrong with 34K per year? Tonychat doesn't get that salary.

Previous Manpower Minister Gan Kim Yong. He is now the
Health Minister.


Recently, the Ministry of Manpower’s (MOM) has further tightened the
qualifying criteria for the Personalised Employment Pass (PEP), in line with its
recent moves to raise the quality of Employment Pass (EP) holders.

It said that raising the qualifying criteria for the PEP is to ensure that
the PEP “remains a premium pass for top-tier foreign talent”.

From 1 Dec 2012, the minimum annual fixed salary requirement for PEP
applicants will increase about 4 times from the current $34,000 to $144,000
(i.e, $2,833 per month to $12,000 per month). The validity of PEP will also be
reduced from five years to three years.

Unlike EP, the PEP is tied to the individual instead of a specific employer.
It was introduced in 2007 to “strengthen Singapore’s attractiveness to
highly-skilled foreigners and facilitate their continued stay and contributions
here”, according to the MOM.

The attractiveness of PEP is that its holders do not need to re-apply for a
new pass when changing jobs. PEP holders can also stay in Singapore continuously
for six months without a job to evaluate employment opportunities. They are not
required to leave Singapore during this time, unlike other pass holders.

The question one needs to ask is under the previous MOM regime, why was MOM
setting $2,833 as the minimum monthly fixed salary for giving out PEP? This
amount is about the pay of a fresh graduate from our local universities. Can
foreigners with PEP earning this much be considered “highly-skilled foreigners”?
And we have to “facilitate their continued stay” here in Singapore?

Obviously, the new MOM regime must have felt ridiculous for setting such a
low-entry barrier for applicants to obtain PEP in the first place and decided to
overhaul the PEP scheme. In fact, it increased the minimum annual fixed salary
requirement 4 times to $12,000 per month. This reflects the gross inadequacy of
the old PEP scheme.

The previous MOM regime was run by Minister Gan Kim Yong. It then begs the
question of what he was doing all this while in MOM?

students, fake certs, false salary declaration . . . . )! Who can make so many

a single tear will be dropped for him. PM Lee sure is a total failure for
recruiting him.

triple-confirm that Gan Kim Yong is a illogical, crazy, careless, dumb and lazy

Yong has done such a lousy job but was promoted to minister. Since policy has
lagged effects, their previous bonuses and incremental ought to be claw back…
All these scholars are fed with silver spoons in the civil services and
administrative services and uniform services. They have all the supports and may
not be tested but sitting in ivory towers till 2011 May that they realised that
they are out of touch with Singaporeans. The ministers never understand when
Singaporeans talk about foreign skilled workers. We want them to be stringent in
the criteria in getting skilled foreigners and not Tom dick and Harry. It is
obvious in their criteria that are lax. Now they tighten up. Worst still, the
PAP ministers keep telling us the important of foreign workers that helped to
generate growth. They are too complacent as we are telling them that we want
stringent and genuine skilled foreigners and not mass influx of Tom dick and
Harry that Singaporeans can fill. Next they will give excuse that Singaporeans
do not want to fill those jobs.
