Even if you want to find fault on this guy, find better source. It is quite clear on this picture that it is under construction. the roof is not yet set up and people would not be walking through here as there are still debris on the floor. the lamp posts on the left does indicates the walk way is right next to this site and partitions were set up to block the site from the walkway ( the partition stand is facing this side).
