Do you remember the man who tested positive for drugs after eating at his favourite noodle joint? Well, that was not the end of this scandal.

Many other restaurant owners realised that addicted customers come back for more.

In fact, a bunch of restaurants have been found to have been using poppy seed shells illegally.

These are the shells of the seeds from which opium is made. The seeds have been listed as inedible by the Ministry of Health since 2008, Ecns reports.

The problem is hard to detect, as the poppy seed shells may be mixed in with other seasonings.

The shells contain alkaloids, which are addictive and can cause damage to your nervous system if you consume it too frequently.

To improve the taste of their dishes and make sure customers return for more, some restaurants in Guangzhou in southern China's Guangdong province are adding poppy powder — a derivative of highly addictive and illegal opium — to their food, reports the local Yangcheng Evening News.

The irregularity was first uncovered by the Guangzhou Food and Drug Administration in June last year. During a spot check of 70 of the city's restaurants, inspection officials found that two of the restaurants were using the addictive poppy powder in marinade bags.

The kitchen staff at the two restaurants initially told inspection officials that they had no idea what was in the bags, and claimed that were delivered in that way by suppliers. However, they later reneged and admitted that the bags contained poppy powder.

Due to the small amount involved, the administration issued both restaurants a fine of 50,000 yuan (US$1,700) and a formal warning. Following the case, it has now been made illegal since May this year to add poppy powder to food no matter how small the amount, the paper said.

Meanwhile, an official of the local Food and Drug Administration warned that customers should be vigilant when eating out and that they should be aware that poppy powder may have been added if the food is especially aromatic and full of flavor. He added that food marinated with the powder runs the risk of contamination, which may occur in the process of storage and cooking preparation.

A noodle shop owner was detained after he was discovered to have been adding parts of a poppy plant – from which opium is made – to food so that customers would keep coming back.

The noodle shop’s owner was held for questioning and confessed that he purchased 2kg of poppy shells (the bud of the plant in which poppy seeds are found) for 600 yuan (HK$756) in August.

He secretly added it to the food to lure in more customers.

The owner was detained for 10 days. Poppy shells used to be an ingredient in a popular hot pot sauce until the product was banned, according to previous reports.

The restaurant's activities came to light after one customer, Liu Juyou, 26, tested positive during a routine urine test under an anti-drink-driving programme, the Xian Evening News reported on Tuesday.

He said he never touched illegal substances, so was shocked by the test result.

Liu was detained for 15 days from September 3, unable to convince police that the drug, he suspected, might have come from the food from a noodle shop he frequented.

Liu asked his family to help him test the theory, eating noodles at the restaurant and going home to take urine tests. When the relatives also tested positive for drugs, they alerted the police, who launched an investigation.

An anti-narcotics police agent said that chemicals from poppy, even poppy seeds, could build up in the body – enough to get a positive for opiates on a drug test.

If the food is ingested over a long period of time, it would have an addictive effect, he said.

However, despite finding the restaurant culpable, Liu’s appeal against his detention was dismissed by police, who said their priority was to detect drugs and punish drug users.

The mainland’s anti-drug law bans opium, heroin, morphine, marijuana and any other anaesthetic and psychotropic drugs which can be addictive.

Chinese police have sought to step up efforts against illegal drugs. Over the past six months, they have arrested more than a dozen celebrities on drug-related charges, including famous mainland screenwriter Ning Caishen and director Zhang Yuan.

In other high-profile busts, police also detained Hong Kong actors Roy Cheung and Jaycee Chan, the son of kung fu icon Jackie Chan, along with Taiwanese actor Kai Chen-tung Ko.

The sale of poppy shells as a condiment continues to exist in China, with reports emerging since October of several hot pot restaurants using the banned ingredient, local web portal Anhui News reports.

Correspondents of the web portal recently visited the Zhougudui wholesale market of agricultural produce in Anhui's provincial capital Hefei, where poppy shells were found in 2010.

It is illegal, one vendor admitted, adding that there was a possibility of people selling dried shells of poppy fruits but only to acquaintances.

Sales of poppy shells, which contain low levels of morphine, are more active online, with vendors advertising them under inventive names styled differently but pronounced the same in Chinese. One online vendor admitted to Anhui News that the so-called condiment he sells is made with the possibly addictive ingredient. The vendor also claimed that the poppy shells were treated and safe to consume.

Poppy shells, usually sold in powder form, are priced at 100-150 yuan (US$16-$24.50) per 500 grams.

The city's food and drug regulators told the portal that they had not received any complaints about the use of poppy shells in hot pots, and local police stressed that any sale of poppies is illegal.

Poppy shells have a flavorless to mildly bitter taste, and do not really add much flavor when added to soups in hot pots, said the report. The ingredient is primarily used by restaurants to get customers addicted to their hot pots, a popular food enjoyed during winter, the news portal said.

Poppy capsules as food additive to be severely banned

Chinese authorities have recently issued a notice saying that it will severely punish businesses using poppy capsules as food additives after a series of scandals.

The notice, jointly issued by the Ministry of Public Security, the Food and Drug Administration, and State Administration for Industry and Commerce, said the country will hold a comprehensive field inspection over food producers, dealers and suppliers of poppy capsules, taking a "zero tolerance" policy to any violations.

Food and drug administrations will focus on inspecting restaurants, especially hot pot restaurants and other snack bars, punishing all violations if poppy capsules are found in accordance with law.

The police will inspect market places, condiment wholesale and retail markets, and traditional Chinese medicines stores that supply and use poppy capsules.

The notice urged police nationwide to jointly find out the sources and directions of poppy capsules and set up systems to connect tipoffs and give rewards to whistleblowers. It also ordered publicizing crime cases to the society.

As addictive to people and harmful consumed in a long term, poppy capsule is the narcotics controlled by the state. However, some Chinese food industry practitioners use it as additives.

Although the authority has cracked down on a series of crimes involving poppy capsules, the crimes are hard to eradicate due to huge economic interests.
