The whole NPP programme failed because it was implemented as a PR execise. The Japanese where they copied from got it right. The Japanese Koban system is much smaller and based on Officers who are going into retirement and very much the village pooliceman who knows everyone. The chap does his daily rounds and notifies the HQ for help when something is not right. He is the ears and eyes of the "village".
In Singapore, it is a reporting centre for Police reports. They also respond to cases and have no time for anything else.
